Quick history: 1980s, Gorbachev tries to shift USSR FROM military production TO consumption.
Called it "perestroika." Failed catastrophically. Soviet Union collapsed.
2020s, Trump tries to shift USA FROM consumption TO military production. Call it "reverse perestroika."
Gorbachev failed because his reforms were too timid. Trump's version is radical.
The report calls it: "Capitalism with a national-security face."
Here's the part bitcoiners need to understand: STABLECOINS ARE NOW A GEOPOLITICAL WEAPON.
Foreign firm buys stablecoin → Issuer buys T-Bill → Dollars stay in US → Only tokens leave. America funds its deficit without exporting actual dollars.
It gets better. The US can now REQUIRE those stablecoins be reinvested back into America as part of trade deals.
It's the Triffin Dilemma escape hatch. Reserve currency status WITHOUT the mandatory deficits.
But what about countries that won't play ball?
The report suggests a FRAGMENTED global monetary system: US allies → Dollar stablecoins, Non-allies → Bitcoin
Read that again. The US is building a strategic Bitcoin reserve. They've seized BTC from adversaries worldwide.
In this framework, Bitcoin becomes the settlement layer for the non-aligned world.
Meanwhile, $7.7 TRILLION in foreign investment was extracted from trade partners in 2025.
The message: "You ran surpluses with us for decades. Now reinvest it in American production, or lose access." The Reverse Marshall Plan.
But here's the thing: The status quo wasn't working either. America's industrial base is hollow.
The military can't sustain one major war for long. Something had to change. This is the change.
What it means:
1. Stablecoins = policy tools now 2. Bitcoin's neutral reserve role just got validated 3. Free trade era is over 4. Inflation runs hot during transition 5. Energy dominance is everything
Gorbachev's lesson: "That model turned out to be incapable of making structural changes."
Trump is betting America CAN make structural changes. That's the experiment we're living through.
