1/ Europe can lead in hypersonics - if it builds differently and builds faster. That’s why I led @pluralplatform’s investment into @HypersonicaGmbH’s €23 million Series A
2/ Last week I travelled to Andøya in northern Norway to watch Hypersonica’s fully successful first test flight - the first ever privately-funded hypersonic test flight in Europe. Nine months ago, this vehicle was still a systems concept.
3/ I felt a sense of real awe watching the bright flash of the test flight lifting off against the beauty of the Arctic Circle. It felt historic and reminded me of the power of serious founders with a hard technical edge to redefine what feels possible on our continent.
4/ Learning to move and manoeuvre at hypersonic speeds unlocks a whole new regime. There are obvious military applications - missiles, drones, jets - and longer-term civilian ones, from faster travel to space planes with airport-like operations.
5/ Just as you need to build a single-use rocket before you get to a reusable one, we believe there are stepping stones where the technological readiness level is there.
6/ The first rung of that ladder is hypersonic missiles - and Hypersonica is best-placed to deliver this critical sovereign capability for Europe.
7/ The immediate value is deep strike: reaching targets faster, from further away, with a much higher chance of penetrating modern defences.
8/ If these systems can be produced at scale and at lower cost, the second-order effect is technoeconomic allowing militaries to substitute exquisite, expensive platforms with asymmetric capability, while enhancing deterrence.
9/ Hypersonics is unforgiving engineering. Dr Philipp Kerth and Dr Marc Ewenz have the qualities of the best founders: drive and intensity plus an obsessive focus on first-principles engineering, developed through a deep technical background in hypersonics at Oxford.
10/ They are among a very small group capable of doing this work properly - and it’s very clear that both are exceptionally serious about the responsibility they’re taking on.
11/ Hypersonic missiles aren’t the end goal - they’re the starting point. This is the first rung of a much longer ladder: the chance to rebuild European capability in a critical domain, and to create a new kind of defence and aerospace company with real depth over time.
12/ Great to work with @generalcatalyst, @SPRIND and @201vc_ on this.

1/ a thread about the changes we’ve made to the AI Safety Institute – we are now the AI Security Institute, we’re setting up a new team to research the risk of criminal misuse and we’re deepening our existing partnerships with the UK national security community.
2/ From the outset our focus has always been on the most serious risks that could come from AI. When we launched AISI we said it would focus on chemical and biological risks, cyber, loss of control, safegaurds etc. Our evaluations have been squarely focused on security risks.
3/ We’ve always worked closely with the UK national security community – one of the best decisions we made in the Autumn of 2023 was to ask GCHQ Director Anne Keast-Butler and the UK’s Deputy National Security Advisor to be on our Advisory Board.

1/ It’s been one year since I was appointed Chair of the UK AI Safety Institute. In this time, we’ve built one of the largest safety evaluation teams globally and are already conducting pre-deployment testing. This is our fourth progress report Image
2/ Report: . Over the last year, we’ve gone from building a start-up inside Government, to shipping product. We’ve built one of the largest safety evaluation teams globally - with a team of over 30 technical researchers and counting.aisi.gov.uk/work/fourth-pr…
3/ These researchers are some of the great minds in the field. Our research leadership team includes @geoffreyirving, Professor Chris Summerfield and @yaringal as our Research Directors and Jade Leung as our Chief Technology Officer.

1/ I've just left the final session of the first ever global Summit on AI Safety, chaired by @RishiSunak and @michelledonelan. A thread on how it started vs how it’s going: Image
2/ How it started: we had 4 goals on safety, 1) build a global consensus on risk, 2) open up models to government testing, 3) partner with other governments in this testing, 4) line up the next summit to go further. How it’s going: 4 wins:
3/ Breakthrough 1: it used to be controversial to say that AI capability could be outstripping AI safety. Now, 28 countries and the EU have agreed that AI “poses significant risks” and signed The Bletchley Declaration: gov.uk/government/pub…

1/ The Taskforce is a start-up inside government, delivering on the mission given to us by the Prime Minister: to build an AI research team that can evaluate risks at the frontier of AI. We are now 18 weeks old and this is our second progress report: gov.uk/government/pub…
2/ The frontier is moving very fast. On the current course, in the first half of 2024, we expect a small
handful of companies to finish training models that could produce another significant jump in
capabilities beyond state-of-the-art in 2023.
3/ As these AI systems become more capable they may augment risks. An AI system that
advances towards expert ability at writing software could increase cybersecurity threats. An AI
system that becomes more capable at modelling biology could escalate biosecurity threats.

1/ 11 weeks ago I agreed to Chair the UK's efforts to accelerate state capacity in AI Safety - measuring and mitigating the risks of frontier models so we can safety capture their opportunities. Here is our first progress report: gov.uk/government/pub…

I’m honoured to be appointed as the Chair of the UK's AI Foundation Model Taskforce.

A thread on why I'm doing this and how you might be able to help us.
1/ I wrote in 2018 about how accelerating AI progress would create new geopolitical challenges: ianhogarth.com/blog/2018/6/13…
2/ And for the last 5 years I’ve co-authored @stateofaireport which has covered progress in the field in much more depth. We’ve always made it open access in the hope it might help be a bridge between academia, industry and government.
