Protocol 23 introduces eight new Core Advancement Proposals to the Stellar network.

The Mainnet vote is coming up on August 26, 2025 so here's the TLDR on what's new:
Token Interface events can now be emitted for all Stellar operations that move value on the network.
Smart contract costs are decreased, thanks to moving state to RAM. Costs are also lowered because of the module cache.

Phase 0 = network stability. Operators will observe the upgraded network, focusing on smoke-testing, basic contract execution, and network configuration upgrades.

1/8 On June 8, 2022, Stellar public network validators will vote on whether to upgrade the network to Protocol 19.
