If you are born of 2 US citizen parents in the USA do you need any statute to establish your US citizenship? Of course not. Naturally you are a natural born US citizen. If you are the beneficiary of a statute to establish that fact (like V. Ramaswamy, N. Haley, M. Rubio, K. Harris, N. Shanahan - 8 US 1401(a)) then you are only are citizen by operation of that statute. You would be naturalized (conferred citizenship after birth by - 1952 INA). NOT an eligible natural born Citizen.
