Two sets of Wisconsin voters received TWO ballots for tomorrow's election for different reasons. This does NOT mean they get to vote twice. It is not fraud. It was human error. Let me explain (apologies for a long thread). 1/8
In Racine, a non-contested municipal judge race was left off of the ballot. Ballots are printed by the county clerks and proofed by the municipal clerks. Both failed to note the missing race. To remedy this, the Racine clerk properly sent out "A/B Ballots". 2/8
The "A" ballot was the original wrong ballot/"B" ballot is the new correct ballot. Voters who submitted the "A" ballot have the right to submit the "B" ballot & vote in that missing race. When the "B" ballot is received, the "A" ballot is NOT counted & is documented as such.3/8
So the "B" ballot trumps a previously-returned "A" ballot. Or, the voter can return just the "B" ballot & tear up the "A" ballot, or return just the "A" ballot & tear up the "B" ballot. They can't vote 2x because the envelopes used to mail the ballots are tied to their name.4/8
When the envelopes are returned, they must match a person who requested a ballot. They have barcodes used to scan in the returned envelope that matches the person requesting it. No double voting. 5/8
Meanwhile, in Green Bay the clerk sent out duplicate ballots to a certain # of voters (it is unclear to me how that happened, but it happened). In that case, the voter can only have one ballot be counted, so if they send back both, one is counted and one is spoiled.6/8
And - same as the A/B ballot situation - the voter can send one back & tear up the other. However they cannot vote twice as the return envelope must match a person requesting a ballot through the myvote system. 7/8
In both situations, it was ordinary human error, not fraud. And in neither situation will anyone be able to vote twice. A/B ballots happen (we even have a section in our manual about it). The system is designed so no voter can return 2 ballots & have them both count. 8/fin

Yesterday the Wisc. Elections Commission yet again dealt with a situation where a candidate only submitted 51 nomination signatures for a race that required 50 signatures. DO NOT DO THIS. No matter the # of signatures required, plan on submitting an additional 50%. 1/
So if you need 50, submit 75. If you need 2,000, submit 3,000. Why? Because without a doubt, if you submit 51, or 2,001, your opponent will find 2 failed signatures. Ordinary people are not always aware of what voting district they live in!! It’s not intentional!! 2/
For example, people will list their address as “Milwaukee” even if they live in Shorewood (the post office will deliver if the address has either). Avoid this problem! Submit enough additional signatures that if someone wants to challenge you they’ll have a very hard time. 3/

Bamboo ballots are back, baby! The "watermark" idea is based on a false claim that [somehow] bad actors are secretly printing ballots, filling them out, and substituting them for real ballots to be counted. How does this happen? Who knows! 2/12
The supposed solution to these 'bamboo ballots' is fancy paper. Oh - a private company makes that fancy paper & wants to sell it to every voting ward/precinct in the nation you say? Merely coincidence! (no idea what he means by saying the paper is "faster") 3/12

A brief 🧵on why the latest conspiracy theory about China sending drivers licenses to Wisconsin to allow for fake absentee voters to cast an absentee ballot is just a whole lot of nonsense and people shouldn't believe any of it. 1/
Now this conspiracy theory assumes that there are nefarious actors who will take a fake ID from China, register to vote online, then request an absentee ballot online, then return it by mail. There is no claim of an army of live people registering with fake ID's. 2/
To vote absentee in WI, you must be registered. To register online, you need a WI DL or ID. The # from that DL/ID is used as a unique identifier for the voter. That information is cross-referenced with Dept. of Transportation basically in real time to confirm their identity. 3/

Happy to report that there is now a Legal Defense Fund set up for Judge Hannah Dugan! It is created in compliance with the Wisconsin Code for Judicial Ethics & Ethics for Public Officials!

The Fund "will be professionally managed by a separate entity experienced in fund management; its work will be monitored by counsel experienced in professional ethics. [former WI Supreme Ct justice] Janine P. Geske will oversee and serve as a trustee of the fund." 2/
**There are significant limitations on who can give!**
It is clear from the list of people who cannot give that a great deal of thought has gone into the administration of this fund so that any possible conflicts of interest or ethical problems can be avoided. 3/

When I first saw the complaint against Hannah Dugan, the facts didn't add up and I discussed them at some length. 1/
She has since been indicted under similar claims. Some as spurious as allowing a litigant to appear by zoom (something that happens all the time).
As Judge Sol Wachter said, a grand jury would indict a ham sandwich if asked. 2/ Image
In my earlier analysis, I did not consider the issue of judicial immunity. Judge Dugan's defense team, however, has considered it and filed a well-reasoned motion on the topic. 3/

Let's discuss the *actual* charges against Judge Hannah Dugan using the Complaint against her.
tl;dr - she sent the man in question into the public hallway where agents there to arrest him watched him walk by and did nothing. 1/

¶12 - They had a 6-member task force including one ICE, one CBP, 2 FBI and 2 DEA agents. Whew!
¶10 - because of courthouse security, they knew he would be unarmed.
6 people for one unarmed guy. OK. 2/
Starting at around ¶20 there's a lengthy discussion about Judge Dugan's demeanor - "visibly angry" and "walking quickly." Have they never met a judge? Do you think they like having their calendar messed up? Would the same words have been applied to a male judge? 3/
