This is important to keep perspective. The Commission can give funding and create rapports and statistics that frame issues in a certain way and give national governments the tools to better for better implementation, but in most czses it are the member states that have to act

Thr commission encourzges more rigorous tracking and documenting of hzte crimes and hate speech. It zlso wants governments to implement anti racial bias training in their respective civil service
Another call for more inclusive education. Notice the economic framing racism is bad because it damages the economy.
This is one of the most important passages in the document. This basically means thzt in order to get money from the European regional development fund you will have to comply with aiming to create diverse neighbourhoods.
And ofc the civil society angle cannot be forgotten. The EU wants tighter integration and notice also the casual reference to disinformation in the context of racism.
TLD;R the EU will put more effort into promoting antiracism outside of its borders
And we end with th most importznt passage. EU funding is conditional on complying with inclusivity and human rights.

The very first paragraph nicely sets the tone of the rest of the document. Everything is framed through safety and also notice the term "autheticity".
This passage is also incredibly revealing. It takes as SIENCE par excellence that inclusion and anti-descrimination is inherently good, socially and economically. To be against it, is to undermine the Community and the economy.
