Good evening, I will be live-tweeting the Citizens’ Police Complaint Board meeting today at 6pm for @indydocumenters @mirrorindy. #indydocumenters

Board president gave an introduction and Executive Director Richard Okello followed up by listing the points of contact the board has had with the public this past month.
Case 1 was read aloud to the board. The Office of Internal Affairs sustained their disposition and recommended exoneration of the claims. Body camera footage from the involved officer was shown. The arresting officer stated there was a search warrant for the vehicle.
Another POV of the body camera footage was shown to display how the handcuffs were placed on Nicholas Dres. The board reviewed the 1st, 2nd, & 3rd allegations and agreed with the findings of sustained.
Member Elise Smith asks IMPD representatives how is the officer allowed to be in plain clothing without body footage? The reps replied it is warranted because he is a detective.
Case 2 was read aloud to the board. Devin Hunt filed a complaint to the board alleging misconduct and improper use of force by the responding officer(s).
A board member asks, “Is there not an indicator that the body cam battery is about to die?” IMPD rep responds, “Yes” but mentions there was an event going on and there is a new system for body cam batteries.
Member Jocelyn Mappes asked, “has Internal Affairs issued a claim of sustained or exonerated due to dead body camera?” Internal Affairs reps explained the body cameras batteries last about 8 hours.
Mappes asked, “Is it policy to have their cameras charged and are there opportunities to charge the battery?” IMPD says they know of no official policy, yet personally officers should arrive to their shift with batteries charged.
New Appointee Jasmine Tucker stated there are some major discrepancies between the video footage and the officer’s written report. Footage is shown.
The board is deliberating on what is shown in the first video with the officers punching the Hunt in the torso after being subdued.
Board Member Tim Jeffers proposed a motion to accept the Internal Affairs recommendations for the other four officers except that main officer involved. He disagreed with the use of force but agreed that the other officers just arrived to the scene.
Jeffers rejected the recommendation from Internal Affairs against Officer Risky and proposed it be sustained. The motion was approved.
Tucker made a morion to reject the 3rd allegation. The motion was approved. The board president must meet with the chief of police.
The meeting adjourned at 7:34pm. This concludes the Citizens’ Police Complaint Board meeting. The next meeting is scheduled for June 8th, 2026 at Southeast Community Center.
