Speech in favor - yes, best done in trail. This O would make sure the charges can be brought to trial and not dismissed
Speaking against - when would this happen? Not clear.

Substitute to refer back to Presbytery - may have unintended consequences, churches should continue care until new membership is in place
In favor of main motion - RE had to demit because his views changed and wanted to remove membership, had to use 38-4, would have preferred less harsh option
Against O - once the session passes motion to remove from membership, he's no longer a member in an evangelical church, language like 38-3b should be used to warn about going for a time without membership.
Against Overture - this lowers our view of church membership

Against Overture - should not create a category to "quit" church membership

Recommend Assembly find O42 moot (replace phrase that somehow went missing from 29-1) - Stated Clerk and CCB both say it's editorial and OC doesn't need to make a recommendation. Thanks to the Presbytery for noticing the omission.

Discussing O35 - deadline for an indictment, avoiding using the process as a punishment

Overture author make an amendment. Now would require indictment within 90 or charges must be dropped.

Substitute motion to answer in the negative.
Speech against the Overture - prompt process is important, but cases vary. One case took better than 6 months to write an indictment because of multiple reluctant witnesses. Presbyteries can create time limits when empowering a judicial commission.

#pcaga OC reconvenes after lunch. Voting devices seem to be working properly after a test vote.

Considering O37 - allow individual churches to decide if they would like to ordain women as deacons. Motion to allow Overture author to speak is approved.
Author would like to see O37 recommitted to Presbytery for further consideration after all he has learned during this season of debate.

Substitute motion to answer O37 in the negative. Grounds: our constitution offers sufficient info on office of deacon.

Tuesday afternoon OC begins an announcement that OC needs to be done by 6pm.
Discussion of O30 - clarifying calling of TEs out of bounds

Motion to answer in the affirmative: our BCO is designed for calling TEs to local church but not well designed for OOB calls. Amendment to remove "and other calls from outside the PCA" sustained without objection.
Amendment to add "if the call is approved by Presbytery" sustained without objection.

Amendment to add "to give instruction in the doctrines and duties of religion in a" to specify that teaching theology is a needful call sustained without objection.

We're back for Tuesday Morning Overtures Committee, beginning with Overtures 43 and 34. Admin Committee CoC representative is reporting to the Overtures Committee about their recommendations which differ from the recommendations of the permanent committee.
Point of order: the BCO requires that the OC hears from both a representative of the CoC and the permanent committee. Folks are working on arranging representative from permanent committee to speak.
Discussion of O43 - Representative of AC CoC says that they are offering an amendment to allow for collection of age data but not ethnic data. How do you collect ethnic data? It's not clear cut. Not all churches report, inaccurate data could cause problems.
