For substitute - this would dissuade the church from just making the easy choice without doing the hard work of a search committee
For substitute - people who vote no are going upstream to do that, these are people who have seen this man at work. Why make their "no" harder to matter.

Tuesday after lunch, hearing from Stephen Estock CDM perspectives about Overtures that impact Program Committees. After input from any Committee reps that want to speak, will return to the RAO Overtures that were skipped.
Returning to discussion on O81 ( 🍷) Substitute motion to postpone indefinitely. Postpone indefinitely declines to address an issue. Doesn't require wine but also doesn't speak against use of wine.
In favor of substitute - would have proposed to vote in the negative, but this is likely a better answer.
In favor of the O - the Lord commands wine, the BCO tells us to use wine, OC member offered to cover the cost (😉)
Discussing O45 - limiting floor nominations to those already submitted to the nominating committee but not chosen. Amendment offered by author to clarify this would not apply to vacancies that arose after the deadline for Presbyteries to submit nominations.
Speech against - this O would disenfranchise a lot of people (those who weren't able to attend the Presbytery meeting, their nomination was wrongly submitted, etc.). This would turn Nom Com into a virtual commission. Tweaks are needed, but this is using a bazooka to kill a fly.
Recommend O28 (church members can complain when session refers matter to Presbytery) in the affirmative. This is a hole in our BCO. If session business is handled by Presbytery, members lose the right to complain.
Amendment to strike "as if the Session itself had taken the action" because it's confusing whether that refers to having standing, or to the whole process itself.
Against the amendment if the Presbytery denies complaint, would member carry the complaint straight to SJC?

Recommend Assembly find O42 moot (replace phrase that somehow went missing from 29-1) - Stated Clerk and CCB both say it's editorial and OC doesn't need to make a recommendation. Thanks to the Presbytery for noticing the omission.
Discussing O35 - deadline for an indictment, avoiding using the process as a punishment
Overture author make an amendment. Now would require indictment within 90 or charges must be dropped.

Speech against the Overture - prompt process is important, but cases vary. One case took better than 6 months to write an indictment because of multiple reluctant witnesses. Presbyteries can create time limits when empowering a judicial commission.
