1/ 今天看了些华为整理，试做一些复盘补充。华为和中兴都干了向伊朗支援美国禁运产品的脏活，孟晚舟面临银行欺诈的刑事指控，而中兴却只被行政处罚14亿美金，待遇天壤之別。

2/ 美国《出口管制法案》规定，凡向古巴、伊朗、朝鲜、苏丹、叙利亚五大禁运国及其他制裁地区直接或间接出口管制产品都必须申请出口许可证，违反管制法规可能面临三种后果：1、高额赔偿；2、高管监禁；3、列入限期黑名单。中兴直接用了自己银行账户和伊朗交易，红牌罚下，处罚是1和3。
3/ 华为搞空头公司，犯的是银行欺诈的联邦重罪，红牌罚下，处罚是2。然而历史上因为违反EAR而被罚几十亿坐牢十几年的公司比比皆是，中兴轻判太多。这不仅因为中兴是习亲自打给川普，等于亲儿子，还因为中兴倒闭将直接伤害美国芯片公司在华利益。再次应证了一句话：美国政府的敌人一直是美国的财团。
