The 10A DOES NOT restrict the fed govt to powers expressly stated in the Constitution. Chief Justice John Marshall made this clear in McCulloch v. Maryland when he shot down the claim that Congress has no express powers to create a bank and therefore is forbidden from doing so.
The Constitution grants the federal government implied powers necessary to exercise its enumerated powers. There are powers expressly granted to both the state and federal government separately, but shutting down/opening the economy AIN’T IN EITHER FOLKS.
