The UCP’s budget is full of contradictions.

A thread 🧵:
They talk about ‘responsible fiscal management’ but are too willing to spend $20 billion of public money on corporate welfare: theglobeandmail.com/canada/alberta… #ableg #abbudget /2
Toews said they’d built the ‘most competitive business environment’, but their refusal to listen to the digital media tech sector means ON, BC, & other jurisdictions will benefit from the job creation & investment while we lose out digitalalberta.com/alberta-budget… #ableg #abbudget /3

The UCP government has passed Budget 2021.

It fails to deliver a plan to create jobs, diversify Alberta’s economy, or specify how it will spend billions of dollars in contingency funding.

Budget 2021’s signature Alberta Jobs Now strategy commits the government to getting $62 million out the door in the next four business days, but the program has yet to be launched.

And while the budget promises “sector strategies,” they remain under construction with no estimate for additional job creation.

Just days before what will be a critical budget for the future of Alberta, the UCP are breaking tradition and placing barriers to info. We will have 2 hours less access to budget documents than normal and will not be able to discuss with officials from all departments. (1/5)
When we were in government, we ensured that all parties had access to all officials right across government and sufficient time to pose questions and process the information relating to the budget. This access is vital to the work of the official opposition. (2/5)
This is an unprecedented break in legislature decorum and respect for elected members. This is not the first time that this government has shown a lack of transparency. In 2020, they cut deliberations of the budget in half, limiting our ability to represent Albertans. (3/5)

It’s funny how @jkenney and the @Alberta_UCP backtracks about the budget!
Kenney ditching the balanced budget narrative real quick UCPers expected the NDP to perform miracles Premier Jason Kenney says the novel coronavirus outbreak is hammering Albertas economy & may force his government to abandon its core election promise to balance the books by 2023
It does appear based on all evidence right now that there is a significant global economic downturn beginning right now Kenney said Friday at an announcement in Morinville, Alta.

I notice patterns. I am a writer, so most of the patterns I notice in words, especially the written word - be it on paper or on the internet.

In the past two days, the words the UCP are using are interesting to say the least...

#ableg
#abpoli
#abbudget
They continue to use job creation and #JobCreators to mean large corporations in the O&G fields. But I think they can see that no one is really buying that line anymore.

#ableg #abpoli #ABbudget
They use words to evoke fear and othering & an US vs THEM mentality.

"those who hold our economy HOSTAGE" "lawless and dangerous" "urban green left zealots"

Is it truly shocking that we see the kind of hate and violence we have seen this week with certain STICKERS? #ABLEG

Just today we paid for an X-ray to be done for an elderly gentleman who would have had to wait til June! We had enough funds scrounged up to be able to pay for him to get it done privately.
He had reached out 2 us @Hell_Berta and asked for help & after hearing his plea we were able to help him through a generous donation from someone who sees first hand the tool this is taking on seniors and other people from ALL walks of life. This Government needs a wake up call!

~ WTG Edmonton!! Thousands of demonstrators congregated outside the Alberta legislature on Thursday to protest spending cuts included in the provincial budget being tabled inside the building.
The protesters, waving signs and shouting slogans, tied up traffic on Jasper Avenue as they marched through downtown Edmonton to gather on the steps of the legislature.

1)At Resistance #yeg Townhall. Told deficit caused by over reliance on resource revenue, not overspending. We spend less of our GDP on services than other provinces. Before #UCP, economy best in Canada. Alta has the lowest debt to GDP ratio in Canada.
2) Public sector wages paid less than private workers. Reality public sector workers already shared the pain, not the gain. In Alta both private & public sector workers earn more than in other provinces. #ableg #abresistance #UCP
3) Corporate tax cuts do•not•create wealth & have•not•worked anywhere in Canada. AB has revenue, not spending, problem. If we taxed at rate of next lowest tax province, we would have $11.2 billion more in revenue & there would be no need to gut services. #ableg #abresistence

Now for your daily pension update. Quote from the most recent LAPP annual report:
"On March 1, 2019, the LAPP Corporation will be
established as trustee and administrator of the Plan
and will be the foundation of a new governance
structure" #handsoffmypension
They were about to attain the same joint governance that ATRF already had and has had for years! Another quote: "The Plan will be officially recognized as a jointly-sponsored pension plan (JSPP) with full authority to make all decisions concerning LAPP." #ABbudget
Why would LAPP be celebrating this as a victory? The answer is also in the annual report... "It is an important milestone for LAPP because it means that members are no longer subjected to the political risk and volatility that comes with party platforms and election promises."

So from the official Finance spokesperson the motivation for switching investment managers is: “reduced investment costs and, therefore, higher expected investment returns.” Straight up admission that AIMCo can’t provide a better gross investment returns. #abteachers
Their impact would be by reducing costs and therefore (hopefully) increasing the net investment return. Sorry this is going to be a long thread. #abteachers #ABbudget
I will say that AIM Co would probably be able to reduce investment costs by maybe 5 basis points.
Success would then be predicated on AIMCo returning at least the same gross return as ATRF. Doubtful. Highly doubtful. Highly speculative. I will work on an analysis of ATRF returns vs LAPP (managed by AIMCo). Unfortunately, it is complicated by different year ends and the like.

I was born to be a teacher. I always knew this was my path and my calling. 19 years with my board and 16 years in front of kids, and never... not one time...have I doubted or regretted my choice. Until now. /1
The @ucp budget tabled by @jasonkenney is bad for teachers and even worse for kids. They expect teachers to plan for diverse learning needs, which are becoming more severe every year, meeting all curricular outcomes with less money for resources and probably no EA support in /2
an overcrowded classroom. I’m one of the lucky ones. My class doesn’t look like this.....not yet.

I’ll make due and will teach and love kids to the best of my abilities. I’ll teach to the average kids and hope the strong ones don’t stop learning because they’re bored /3

The UCP is rationalising the cuts in their budget by saying Alberta is spending more than similar-sized provinces on things like education and healthcare and infrastructure.... 1/7
#AbLeg #ABbudget #KenneyCuts
There's a reason for that, you know. Things cost more in Alberta. Houses, food, tools, everything... contractors charge more. Wages are higher in areas like health care and education and construction because housing costs more, food costs more... 2/7
It's not comparing apples to apples when you line up Albertan expenditures with, say, Manitoban expenditures. In Manitoba, housing costs less, food costs less, and wages are lower, on average. 3/7

2/ Calgary Cancer Centre: The UCP budget pushes back funding to build the Calgary Cancer Centre. Proponents say the delay signals a high likelihood the hospital will open short-staffed and under-funded. #abhealth #yychealth #ableg #abbudget
3/ Education Property Tax: Early estimates from the @cityofcalgary show the UCP is withholding $15.5 million in Education Property Tax revenues collected by the province. Mayor @nenshi thinks this will mean property tax increases of more than 1% next year. #yyc #abed #abbudget

This Alberta Budget is a disaster for Indigenous people. On the surface it's a 19% reduction to Indigenous relations. But in reality, because 50% of the budget is flow through money - not government money, the actual cut is 36% to services to Indigenous people. #ableg #abbudget
A complete elimination of the Indigenous Climate Leadership Program. 100% gone. A program that was accessed by all 48 First Nations and all 8 Metis Settlements. It was a clear reflection of Indigenous values on the environment and now its completely gone. #thecostofkenney
And to add injury to injury, I noticed that in the Ministry of Environment and Parks, they reduced the Regional Cumulative Effects Management budget by 40%. So if any Nations are concerned about the effect of development on their land base, there will be no evidence available.
