JUST IN: QC police arrest ex-VP candidate Walden Bello in his house in Quezon City at around 4 this afternoon, according to his staff Leomar Doctolero. This is in connection with the cyber libel case filed by former Davao City info officer Jefry Tupas.
Tupas filed the cyber libel case against Bello in March this year after the then-VP candidate accused Tupas of being a drug dealer and of being involved in a drug raid in a TV interview.
Tupas denied both allegations.

Petitioners from Task Force Detainees of PH, KAPATID, Medical Action Group, FIND, PH Alliance of Human Rights Advocates and Balay say Marcos' 1995 conviction for tax evasion should prevent him from running for president, even if CA reduced penalty to fine.
Marcos was convicted for failure to file mandatory income tax returns from 1982 to 1985. Mere conviction, according to petitioners, perpetually disqualifies him from running for any public office.

Citizens’ Budget Tracker reviewed P20B worth of pandemic contracts as of Aug 2020. While 2/3 did not have sufficient descriptions, researchers analyzed prices in P5.4B contracts and came up with estimated P319-P550M potential savings if compared to average market prices.
Highly-priced items Citizens’ Budget Tracker found:
-Surgical masks (P1,400/pc vs P21 average price/pc)
-RT-PCR test kits (P344,000/kit vs P285,914 average price/kit)
-N95 masks (P641/pc vs P150 average price/pc)

An Oxford Univ study last wk raised concerns about vaccine efficacy vs. Delta variant.
Prof Sarah Walker, chief investigator/academic lead of UK’s National COVID-19 Infection Survey, clarified their study found 2 doses of Pfizer/AZ still give good protection vs Delta.

The UK study shows that efficacy of Pfizer vaccine vs Delta, while initially higher than AZ, wanes faster such that by the 4th-5th month, they have same effectivity.
Says no immediate cause for concern because it still offers good protection but they will look at it carefully.
Prof Walker says too early to say if Pfizer's efficacy rate will wane further or stabilize in next 2-3 mos. Will its efficacy totally wane so that booster shots will be needed? Don't know yet. But not getting jabbed still biggest risk for getting COVID.

#ANCRundown talked to former COA Commissioner Heidi Mendoza to get a better understanding of COA audit reports.

We began with a discussion on the different types of audit reports and their purposes.
Contrary to Pres Duterte's remarks that COA audit reports are useless, Mendoza says audit reports are good means to gauge good governance and could sometimes lead to return to govt of illegally disbursed funds. Mendoza says she understands Duterte's frustration with slow pace.
Mendoza not so surprised with reactions of govt officials to COA's audit reports. Explains why she's speaking out: It's hard for those in COA to explain because they have to balance interests of clients and the organization but there's need to correct misinformation.

Is Metro Manila prepared to deal with the #COVID19 Delta variant? #ANCRundown spoke to MMDA Chair Benhur Abalos Friday morning. He enumerated plans and existing steps taken. He also explained why Metro Manila mayors think children should again not be allowed outdoors.
What steps will be taken to address Delta variant? Abalos says testing czar Vince Dizon will give Metro Manila mayors minimum of 20,000 testing kits. Granular lockdowns may be imposed. Contact tracing and immediate isolation in 83 centers; no home quarantine.
During the interview, MMDA Chair Abalos accidentally mentioned new quarantine classifications will be announced by Presidential spox Harry Roque later that day.

Roque eventually announced Metro Manila will be under GCQ with heightened restrictions.

On #ANCRundown this morning, we talked to Atty Ruben Carranza, senior expert at the International Center for Transitional Justice in New York about ICC Prosecutor Fatou Bensouda’s move to seek judicial authorization to probe the bloody PH drug war.

Carranza says ICC has ‘sufficient’ basis for full probe into PH drug-war killings, citing Prosecutor Bensouda's 57-page request which he says was "detailed and heavily supported by facts.”

Carranza says Bensouda’s move is “extremely significant.” If request for probe granted, ICC investigation could lead to individuals being named by the ICC Prosecutor to be charged while the Pre-Trial Chamber could issue summons or even warrants of arrest.
