One of the primary cause of disagreement between ASUU and @GovNigeria on IPPIS is that of sabbaticals. The agreement allows for a lecturer to have only one sabbatical at a singular University. This can be either as a visiting lecturer or on a sabbatical. #ASUUWhy
This implies that a lecturer can not do his/her sabbatical in so many universities. what a lot of lecturers do is they go on Sabbatical while still enrolled in their primary University. They go on to 3 or 4 more universities or institutions in visiting capacity. #ASUUWhy
The way it works is that they get paid for every visit made to the other institutions, at the same time, making 100% of their gross from their primary institution. This costs the government money #ASUUWhy

FACTS on the ASUU - IPPIS matter

ASUU said IPPIS was developed by foreigners❌❌❌❌. FALSE. #Asuuwhy

Since the inception of IPPIS in 2007, two Nigerian companies have worked on the project.

There have never been any foreign company in the IPPIS project /1
The truth about the IPPIS is;

IPPIS was introduced in 2007 as one of the innovations of Bureau of Public Service Reforms (BPSR) as part of the Federal Government’s commitment to revolutionize and reform Nigeria’s public service. /2 #Asuuwhy
IPPIS was created to provide accurate and reliable data on personnel in the public service, for the purpose of budgeting for recurrent expenditures and other challenges. /3 #Asuuwhy

The issue of payslip on IPPIS and being unable to access payslips for years as complained about by some of the lecturers. IPPIS is an end-to-end payment system, the payslip is on the portal, it is already there. The log-in details are there with you. #ASUUWhy
If for one reason or the other, the portal cannot be accessed. You get a mail monthly, it is automated and you can use that to track as well. Other federal employees do not have issues with this.

The rumor that the IPPIS system is centralized in Abuja and that in some event, people have been left with no choice than to travel to Abuja. This is false.Every issue is solved locally.Even before IPPIS, payment issues at university levels were reffered to school bursar #ASUUWhy

This is rich information and Angle shared by @scarfizal on #Asuuwhy #IPPIS

Similarly, One of the primary cause of disagreement between ASUU and the Federal Government on the IPPIS issue is that of sabbaticals. /1
The Sabbatical agreement allows for a lecturer to have only one sabbatical at a singular University. This can be either as a visiting lecturer or on a sabbatical. You can do only one, not both.

In my opinion I don’t see a problem /2 #Asuuwhy
This also implies that you cannot do your sabbatical in so many universities. (Why should you)?

This is the dragon in the ring
This Sabbatical wahala is why there are issues and ASUU has ensured our kids are at home … #Asuuwhy /3

IPPIS was developed indigenously and runs on SOFTSUITE which is an enterprise solution developed solely by an indigenous IT firm based in Lagos, Nigeria. #ASUUWhy
IPPIS has the capacity to manage a limitless number of employees. The issue is therefore not the number of people the IPPIS can manage or enrol at any point in time. #ASUUWhy
The ASUU executives have been all over the place claiming IPPIS takes the autonomy of the university communities away. Is that a valid point? #ASUUWhy

We need to ask ASUU why its insisting it has taken industrial action over the enrollment into the Integrated Payroll and Personnel Information System (IPPIS) scheme. #ASUUWhy
The questions are, why is ASUU afraid of the IPPIS initiative, what are their reasons behind their reasons behind their objection? Can employees dictate to employers? #ASUUWhy
These questions can perhaps give us a glimpse into why the industrial action is still lingering and why tertiary institution remain closed
