As per reports, internet services (mobile + broadband) have been blocked in parts of Kashmir. It does not appear that orders have been published. We are filing RTIs with the J&K Govt. to obtain a copy of the orders and to understand the reason for the restriction. #KeepItOn 1/4
The Hon' Supreme Court’s directions in #AnuradhaBhasin (2020) 3 SCC 637 requires that internet suspension orders must be proactively published, and should detail the legal basis for such suspension. #KeepItOn 2/4

The #AnuradhaBhasin guidelines laid down a constitutional framework where access to information via the internet was recognised as a fundamental right. Restrictions to such access must be: temporary, limited in scope, lawful, necessary & proportionate.

A review is mandatory. 2/n
There have been repeated instances of non-compliance with #AnuradhaBhasin guidelines in 2021 itself. We have the dates:

Sopore, Baramulla District: 4 May, 24 August, 23 July.
Pulwama District: 17 May, 9 July, 14 July.
