THREAD🧵

In his 1961 Inaugural Address, President Kennedy called the nuclear era he presided over the world’s “hour of maximum danger” — and he meant those words.

We never thought we would actually face a challenge like that again in human history, but alas, here we are.
Within a year of #JFK’s Inaugural, the United States and #Russia would find themselves eyeball-to-eyeball in a tense nuclear standoff over missiles in Cuba.
During those fateful Thirteen Days in October 1962, every human on the planet feared that the world as we know it could end at any moment; destroyed within seconds by the launch of nuclear weapons by the superpowers.

A new development with #Russia planned "coup" in #Modova is that Pres. Putin cancelled ONE of the decrees that among other recognized MLD territorial integrity. That happened after Kremlin coup in MLD failed, as #Ukraine intercepted it &Moldova stopped it
newsweek.com/moldova-russia…
2. As we know #Russian attempt to destabilize #Moldova did not work. #Ukraine President Zelensky announced that its country intercepted the plans. As experts saw, the Kremlin is now trying to use its proxies, sympathizers etc to destabilize the situation
3. I was asked if #Russia really plans to invade #Moldova. I don't think so, tho Kremlin's decision making is so skewed... I do believe, however, that Kremlin expected its proxies in MLD to start a coup "Donbass" style + create instability near #Ukraine

...wants to reciprocate, citing #China’s refusal to discuss meaningful arms control. “I don’t see a basis for deep coöperation” with #Xi’s China, Erickson said. “I’m sad to say that.”

KEY: In what areas is the #PRC under Xi willing to accommodate the US?
•To make the first move in doing so?
•Can anyone name one specific example?

Moreover, in the #PRC under #Xi, is there anything like an equivalent to this high-profile conference @Harvard, w a concluding panel on the subject of “Toward Coexistence 2.0: What Should #CHINA Do?”

1/ A short thread: New report by Michael Staack @HSUHamburg and me on "China's role in multilateral arms control" published by @FESonline. pdf here is.gd/5xBp7g
2/ We ask on what arms control, disarmament and nonproliferaton issues engagement with China makes sense from German and EU perspective. Argue China’s involvement in multilateral, regional and bilateral agreements to limit military capacities is a value in and of itself.
3/ Report takes broad approach, looking beyond nuclear arms control. Assumes no longer possible to relegate China to the status of second-rate military power. Chinese involvement is crucial for preservation and further development of global #armscontrol architecture.

Since the "#Moskva" battle cruiser sank, here is an #armscontrol story: the ship was launched in 1979. Until 1996 it was known as "Slava". In July 1989 the Slava took part in a unique, joined US-Soviet scientific collaboration: The Black Sea experiment. 1/5
2/5 The experiment tested the use of helicopter-borne neutron detectors to detect nuclear warheads on the Slava. At the time the issue of naval nuclear weapons was salient. More particularly, long range SLCM had become a contentious issue in the START negotiations.
3/5 The Black Sea experiment was part of a series, which produced mixed results: two helicopters flew by the Slava at close range (30 snd 80 meters) to detect emissions from plutonium in a warhead. Still, the political problem was ultimately solved.

As tonight’s unfolding #Ukraine tragedy underscores only too starkly—

—the @POTUS @JoeBiden Administration MUST PRESERVE (extended)#DETERRENCE 100% in the forthcoming #Nuclear Posture Review/#NPR.

Must avoid not only “#NoFirstUse/#NFU”—BUT ALSO “#SolePurpose”—road to perdition!
Virtue signaling is no substitute for #deterrence signaling!

The #NPR must avoid not only widely-dismissed “#NoFirstUse” (#NFU) language, but also the dangerous concept of “#SolePurpose.”

Text/graphics from @DeptofDefense 2021 #China #Military Power Report show key reasons why. ImageImageImageImage
#SolePurpose” = unacceptably erosive/destabilizing, not a no-or-low-cost #VirtueSignaling sop to #ArmsControl idealism.

Would reduce credibility/#deterrent of @POTUS’s potential counters to massive #conventional offensives by #Russia/#China.

Tragic reminder tonight in #Ukraine ImageImageImage

1/ @NATO SecGen @jensstoltenberg describes content of letter to Russia with "proposals, ideas, topics" where allies agree "it is possible to make progress" including on "risk reduction, transparency, and #armscontrol". Short attempt to unpack: is.gd/Nmj0if
2/ NATO usefully suggests "mutual briefings on exercises and nuclear policies in the NATO-Russia Council". Lots of experience to build on, see for example 2014 @SWPBerlin papers by @KatarzynaKubiak (tinyurl.com/y8zdn8gg) and Max Mutschler here tinyurl.com/yce7yrw9 (.pdf)

1/ Crunch time on @NATO nuclear sharing discussions in talks on new German government. Short thread on debate, picking up couple of contentious points in this interesting but one-sided @derspiegel analysis: tinyurl.com/yeabnsxk
2/ Terms of debate have recently shifted because @usairforce has announced end of production of F18
3/ A need to reassess: F18 was preferred option of outgoing Defense Minister @akk German Ministry @BMVg_Bundeswehr to replace nuclear-capable Tornado. Airforce liked electronic warfighting capabilities of F18 Growler.
