#ICAO's net-zero target is not binding for states. They still have no obligation to reduce emissions sufficiently to meet the 1.5 degree limit.

ICAO's net-zero target does not include interim targets until 2050, but if aviation continues to grow as expected, it will have used up its fair share of the remaining emissions budget well before 2050.
