How we got here: In July, 🇨🇭 hosted the first recovery conference. 🇺🇦 presented its #NationalRecoveryPlan, its Western allies didn't respond with a joint plan. The official #LuganoDeclaration only contains 7 broad principles (partnership, sustainability, ...). [2/12]
Several non-papers exist on how to organize reconstruction from a donor perspective, incl. @EU_Commission "Rebuild Ukraine" platform, an @EBRD non-paper about a 3-level structure + secretariat, an @EIB proposal on a "EU-Ukraine Gateway Trust Fund." [3/12]

The Berlin Conference was described by Harm J. de Bli in "Geography: Realms, Regions, and Concepts:"
"Berlin Conference was Africa's undoing in more ways than one. Colonial powers superimposed their domains on the African continent.
By the time independence returned to Africa in 1950, the realm had acquired a legacy of political fragmentation that could neither be eliminated nor made to operate satisfactorily."
Purpose of the Berlin Conference:
In 1884, at the request of Portugal, German chancellor Otto von Bismark called together the major western powers of the world to negotiate questions and end confusion over the control of Africa.

Being in #Berlin while the preparations for the #Libya Peace Conference were under way, I gave an interview to the excellent @SumangaliS @dwnews about the possible outcomes of Sunday's meeting plus the assessment o the players including #IslamicState. bit.ly/2tsa7q9
@SumangaliS @dwnews My Two cents on #BerlinConference on #Libya:
1- Interesting that a major player, #Morocco, was not invited, while it was instrumental in the accords of #Skhirat.
2- Invited though: #Tunisia, #Algeria and #Qatar, countries favourable to the #GNA. bit.ly/30ET4gA
3- Like in #Moscow, the two #Libya-n parties the #GNA #Serraj & the #LNA #Haftar did NOT meet in #Berlin. Last time they met in an international-sponsored conference was in #France under the leadership of President #Macron.
4- Telling that the photo-op did not include any Libyans
