The judge dismissed Keating's action, saying it was HYPOTHETICAL and PREMATURE. The Scottish Government has to have passed a bill AND the Lord Advocate has to have declared as being within its competence BEFORE it goes to the Supreme Court. But, why is there no Bill? 3/5
