At the Canadian Consortium for Research meeting today w/ @MitacsCanada #CSPF and @NSERC_CRSNG colleagues, where @VB_Lisa opens by discussing #SupportTheReport efforts, asking how can we foster next steps for fundamental research and the #NextGenCanSci in Canada?

#scipol #thread
James Compton, prev prez @CAUT_ACPPU shows that there was a massive increase in student population, but this has slowed over the last 3 years. It would have slowed more, were it not for international students. Yet, #PSE funding from fed has been flat, has decreased at prov level
... Tuition has also increased over time. Faculty wages are not the culprit though, the % #PSE expenditures on wages has diminished over time. There is also more reliance on contract staff ➡️ and academic staff are not being renewed

Arrived at @research_money conf #RM_Ott19 just as the contribution of @MitacsCanada and presence of #CSPF is mentioned... Good timing!

I'm here w/ my @NSERC_CRSNG colleagues, and also happy to see @DSP_SPE included as a partner + that @MarieFranquin is on a panel this morning 🙌
Keynote speaker #RM_Ott19 is David Watters discussing the impact of #Budget2019 on Canadian research and Canada as a whole. Excellent summary and great figures ⬇️
Supporting research excellence was a relatively small investment compared to big ticket items in #Budget2019. GERD/GDP is still very low compared to OECD colleagues

As you can see, by the time you get through the top 10 programs, the proportion of the whole budget spend is less than 3%. That gives an indication of how concentrated spending is in the biggest programs. #budget2019

I got an email from a staff member in @KirstyDuncanMP's office on Tuesday about #Budget2019.
It included the line: "We were also thrilled to see the support for the tri-agencies scholarships and fellowships, to finalize implementation of recommendations of the Fundamental Review of Science."

My reaction: "finalize"?
The staff member has not replied to my question about what this meant. In my view, while there has been a good start, these recommendations are far from implemented. Some have been partially implemented; others still need quite a lot of implementation.

Some quick #Budget2019 thoughts: It seems odd that the government is doubling down on private home ownership. This seems like a gift to the banks. Why not invest in public social housing to help those most in need? #cdnpoli
Public infrastructure/housing would be an incredible stimulant to urban economies and provide secure stable housing for those in major (and smaller) urban centres. It would be a win/win.
Thus, a missed opportunity. One area that looks promising is the public investment in high speed internet. This is great for rural #cdnpoli, but I’m unclear if this is a gift to private telecoms or actual investment in long-term public infrastructure. If it is the former,

Alright, I'm back on Twitter for #budget2019 and have a few thoughts about the Canada Training Benefit. [thread]
First, what is it? You can read for yourself here: budget.gc.ca/2019/docs/them… But basically, if you are 25-64 years old, making >$10K but <$150K from work (ie: government income doesn't qualify), you'll get a $250/year credit added to a notional 'learning account' up to lifetime...
cap of $5k. If you enroll in a recognized course/program, you can use your credit in this notional account to get a refund of up to half the tuition you paid. But, you have to file a tax return to get credit in your account & it sounds like

Yo @centrelink!
How does this happen:
You load ATO Match Data in May-2017
You send EIC reminder in Jul-2017
You raise large surprise #RoboDebt in early 2019
You don't issue AMENDMENT PAYG Summary
Compliance & myGov have no record of initial EIC letter?
#NotMyDebt #RewindRoboDebt
Could it be that:

Initial EIC letter included dodgy ATO Match Data?

This #RoboDebt was actually raised mid-2017, then recalled & later resurrected?

Fraudulent 'zombie' debt claim arises from employer duplication with substantial double-counted & averaged earnings?

#NotMyDebt
PS Could it be that:

This is just one of hundreds of thousands of dubious zombie cases that have been unpaused (rather than properly remediated), in the lead-up to #Budget2019 & #PEFO, with intent to inflate #RoboDebt figures & fudge #Surplus!? #NotMyDebt #RewindRoboDebt #AUSpol

There’s no State in Nigeria without at least one major Federal Road project ongoing. #Budget2019

“In the North Central, long neglected roads like the Ilorin-Jebba Road, a stretch of 93 km that took a number of days to travel has been completed to provide a critical link between the North and South of Nigeria over a few hours.”
“We have awarded the dualization of this road to expand it all the way to Mokwa, as we have done to the Abuja-Keffi-Lafia-Makurdi road where work recently commenced. Similarly, work has resumed on the Suleja - Minna road after years of inactivity.”

2018 began with some trepidation as #Nigeria's economy failed to take off, and familiar sounds of discontent began to surface.

In the political space, questions mounted about whether the coalition that brought @MBuhari to power 3 years earlier would hold firm.

It didn't.
Meanwhile, the year, 2018, would go down as the year when @AsoRock's claims about having a lid on security issues were revealed to be mostly empty.
The year began with an escalation of #PastoralConflict, with tit-for-tat killings across 5 states, and a tepid reaction from @AsoRock.

This culminated in the unsightly scenario of one of #Nigeria's most prominent citizens asking his tribesmen to defend themselves.

In a week where Nigeria’s government outmanoeuvred trade unions but inevitably booted the ball up the pitch, questions still arose about its budget.

Meanwhile, security dominates the discussions next door, amid concerns that Nigeria may be inadvertently breeding a militia.
On the minimum wage palaver, the key point to note is that @AsoRock has been unable to fund salary payments at the ₦18,000/month level from its revenues, and most states need to be bailed out periodically at that amount.
An analysis by @BusinessDayNg projected that an acceptance of ₦30,000 minimum wage (a 66% rise) by @MBuhari will cost @AsoRock an additional ₦1.25 trillion annually, a move which renders the proposed #budget2019 obsolete, and plunges #Nigeria deeper into the debt conundrum.
