In doctrine, Russian, and earlier Soviet, operations are called 'active measures'. They serve the purpose of carrying out hostile actions against other states, but without showing signs of state aggression.
The importance of these operations and methods was discussed, for example, by Yuri Bezmenov - a specialist in Soviet propaganda, disinformation and diversion, a KGB officer associated with the Novosti 'press agency', who fled to the West in 1970.
