Ayon kay Donat, sya ay nakaranas ng interogasyon at tortyur at pilit na pinaamin sa kasalanan na hind naman nya ginawa - ang pagpatay kay US Col. James Rowe ng JUSMAG. Si Donat ay nakulong nang 14 na taon at napalaya lamang matapos paikliin ng Korte Suprema ang kanyang sentensya.

Crucial in the context of the UP-DND accord is the case of Donato Continente, a staffer at the @phkule who was arrested on June 19, 1988 by the military and police at Vinzons Hall. This triggered discussions on the conduct of military ops on campus. #DefendUP

Among the important provisions, AFP and PNP must notify the UP admin of military and police operations including the serving of search and arrest warrants. The military cannot just enter campus grounds at any time, unless there is an emergency or there is hot pursuit of suspects.

Cancelling the UP-DND accord will have the greatest impact on everybody's right to speak and to peaceably assemble. All throughout the lockdown, UP campuses (esp, Diliman) have been rallying points for the biggest assemblies against terrible governance and government policies.
Because police are explicitly barred from interfering with such protests in campus, they were relegated to the sidelines, preening by the checkpoints, making entry difficult.

The UP-DND agreement doesn't really ban police or military presence inside campuses; it just kind of...
...regulates it. It requires the DND to ask permission or at least notify the UP admin to conduct action within UP premises. Mind you, UP has its own "police force", the UP police plus its extension SSB personnel to maintain order in campus, so it's not all anarchy inside.

Ano ba yang Soto-Enrile Accord na yan?

1. Bawal ang militar/police operations o pumasok sa kahit anong UP Campus nang walang pahintulot ng Presidente, Chancy o nang Dean. Unless hot pursuit.

2. Any arrest of any UP student o personnel must be communicated to UP w/in 24 hours.
3. Kung mabigyan man ng pahintulot ang AFP/PNP, mga naka uniporme lamang ang pwedeng pumasok sa UP Campus.

4. Higit maari, walang UP student, faculty o employee ang pwede isailalim sa custodial investigation nang walang pasabi sa UP President, Chancellor o Dean.
5. Hindi pwedeng pakialamanan ng AFP/PNP ang mapayapang kilos protesta sa loob ng campus.

6. Search warrants can only be served to UP students, faculty, personnel kung may prior notice sa President, Chancellor o Dean. AFP/PNP must serve warrant in the presence of UP police. I

These accounts are suspected to cause harm or spread false information. #DefendUP #StopTheAttacks
