For the longest time Bicol Region was without an airport which can handle passenger and wide-bodied aircraft. The airport at Pili and Legazpi didn't have area for expansion. The Bicol Region International Airport will open before Duterte steps down. What was the DOTC record under
Ngoy-Ngoy again? No improvement or upgrade of existing terminals and seaports. MRT-3 almost broke down. Common station was delayed to accomodate the Ayala's wanting the common station to be built across Trinoma even if the rights had been paid for by SM. The issue was resolved by
Tugade and now MRT-3 & 7 will be linked with LRT 1 & 2 providing for a circumferential rail system in Metro Manila. MRT-4 is also breaking ground soon. There is the Malolos-Tutuban-Calamba commuter rail line. There is the PNR South Long-Haul project from Los Baños to Legazpi. Yet

This interview is very telling of why govt is ALWAYS BEHIND the pandemic and why we are LOSING this fight.

Not because the virus is spreading faster, but because govt INSISTS on its flawed and myopic approach to the disease.

A dissection and a thread.

Transmission WAS NEVER controlled. Resurgence was bound to happen sooner or later.

The newer variants may have aggravated the current resurgence but the real culprit is govt UNPREPAREDNESS.

A year later, govt still relies on healthcare utilization as its main metric. Mali.

PDITR naman ngayon.

Last year, when HWs called for a timeout, you rolled out your "CODE Protocol" that basically targeted these interventions. Anyare?

The past few weeks have been a nightmare for me. As the Philippines suffers its worst wave yet, my brother got COVID from a colleague since working from home isn't an option for him. A few days later, my whole family tested positive and my dad developed serious complications. 1/x
My dad got pneumonia and his lungs were deteriorating quickly. He had to be confined but we knew hospitals all over Manila were at far over capacity. He spent what little energy he had jumping from hospital to hospital seeing how far in the waitlist he'd be in. 2/x

1/x Those funds should have been spent and distributed already. Those were funds for last year’s needs!

Ibig sabihin lang nyan, hindi nakarating sa mga tao ang sinabi ng Kongreso na gamitin noong isang taon para sa ayuda.
2/x Important questions to ask:
1. Why do those funds remain unutilized to this day?

2. What is the magnitude of unutilized funds under Bayanihan 2?

3. What are those specific items?

4. Which agencies did not spend what they should already have spent last year?
3/x Remember that Bayanihan 2 was legislated LAST YEAR to give aid to those who were affected by the lockdowns LAST YEAR.

The onus of explaining why those funds remained unutilized to this day is on the agencies. Almost all of them have critical roles to play in the IATF!
