I have never seen US emergency managers panic over anything as much as they do when someone suggests cutting EMPG funding.

The Emergency Management Performance Grant (EMPG) is a ~$355 million annual grant program that gives a few million dollars to each state for preparedness-related needs.

This is not a perfect program but for now, it's what we have.

EMPG funding is used for a range of things including upgrading equipment, funding education programs, plan development, and most importantly paying emergency managers salaries.

There has always been much confusion over what a Public Information Officer is. 1/
Yes, it is a position within ICS that is part of the Command Staff and has standards and experience requirements--but often people don't think of PIO work as being the equivalent of Safety or other General Staff positions like Operations, Plans, or Logistics. 2/
Part of that is because PIOs use the same tools as Public Affairs folks and are often the same people. Public Affairs has, arguably, a negative connotation for many, including as management lackeys and spin meisters. 3/

1. This wasn't a "natural disaster". Disasters result when there is an *interaction* between a hazard and us to the point that the impacts/ needs overwhelm our communities. There's always more than one factor that creates our risk.

2. Everyone is NOT running around looting. People are NOT frozen with panic. Martial Law has NOT been declared. The vast majority of people are making the best decisions they can with the information and resources they have.

A motto for disaster/EM researchers&students: "Knowledge will grow scientific only after the most faithful examination of many catastrophies"(vii) from Samuel H. Prince's 1920 Catastrophe & Social Change, i.e. the first study of disaster, the one about the 1917 Halifax explosion.
"These days, we tend to think of disasters as acts of God and government. Regular people only feature in the equation as victims, which is a shame. Because regular people are the most important people at a disaster scene, every time" (xi). Still pretty accurate 13 years on...

Ive seen a bunch of folks in the past few days have realizations about our increased vulnerability to other disasters bc of COVID.

Disaster experts, emergency managers & journalists have been on this since COVID began (even before!) so I want to share some resources! #EMGTwitter

As EMs, we wear MANY hats. With preparedness, outreach tasks, preplanning, and mitigation - we never have a short to-do list. This only includes blue sky days activities as well... not even talking about response/recovery!

SV can help us prioritize some tasks in our cities! 2/n
So many disaster studies have shown that there are certain demographics that cause people to have a higher risk of injury or death during disasters. These same variables also point to:
-Less storm resource access
-Less prepared
-Likely to have higher financial damage [3/n]

A good way to recruit vols or just members of the community into CERT training is to tell them about how the skills they learn are "life long." This means that despite choosing not to be a member of a team, they will have the skills for life in the event that it is needed.
After a team is established, figuring out a structure that works good for your team and jurisdiction is very important! Some do that based on service/skill while others may use only ICS branch. A mix of both is not out of the question.
