Some inaccurate claims about the #EnvironmentBill have been circulated over the weekend.

Our proposals will categorically reduce, not increase, the amount of untreated #sewage in our waters.

Here's how 👇🧵
(1/9) Picture of Meandering River Wye
There have been claims that our amendment is weaker than the one put forward by the Lords - this is incorrect.

Our amendment says that water companies must progressively reduce harm from #StormOverflows.
(2/9)
That means they must reduce the operation of storm overflows - plain and simple. This does not override existing law, but places an ADDITIONAL duty on companies.

Our version brings the new duty under the Water Industry Act’s powerful enforcement mechanism.

There will be 3 #EnvironmentBill debates today.

Debate 1: environmental targets/principles, the Office for Environmental Protection, air quality, soils

Debate 2: nature, sewage pollution, ancient woodland, deforestation

Debate 3: the circular economy

commonsbusiness.parliament.uk/document/50711…
On soils ("the stuff of life" says @pow_rebecca ), the govt rejects @natalieben amendment to require a target to be set in 2022.

It has pledged a soil health action plan for England. But as @CarolineLucas says this won't be consulted on till Spring 2022.

Light Pollution - a thread.
Today will see members of the House of Lords debate an amendment to the #EnvironmentBill that would require national targets on reducing #LightPollution. Read the thread below for just some of the reasons why targets are needed. 1/
📷William Warby
Invertebrates
#LightPollution impacts invertebrates at all stages of their lives. Areas lit by streetlights have 50% less caterpillars. One third of insects attracted to lights die as a result. And nocturnal pollinator visits are reduced by over 60%. buglife.org.uk/campaigns/ligh… 2/
Mammals
Hedgehogs avoid lighting, restricting their movement. #LightPollution causes many problems for bats, disrupting their roost, feeding and navigation. 3/

The #EnvironmentBill is back in @UKHouseofLords for the next round of debates.

Some hot topics today, including the independence of the Office for Environmental Protection & how to put the environment at the heart of policy making.

Tune in till 10pm👇

parliamentlive.tv/Event/Index/dd…
The first debate kicks off with @GreenJennyJones talking about the "lack of bite" in the #EnvironmentBill

She criticises the "weaselly squirming" wording on environmental principles.

A stronger framework is needed to put the environment at the heart of the government's policy.
Now @kateparminter highlights further flaws in the #EnvironmentBill on environmental principles:

📒 the absence of public bodies
⚖️ the excessive use of proportionality
🪖 the blanket exemption of defence and spending/taxation policy

The Government response to the #SternReview was the #ClimateChangeAct: domestic action on #ClimateChange.

Its response to the #DasguptaReview starts with a promise on international biodiversity that HMG can't deliver. A better response would be to halt #nature's decline at home.
Of course, it should also commit to reducing the UK's #GlobalFootprint as a way to contribute to the international biodiversity crisis.
Next, the Review focuses on raising private finance. That's an excellent ambition & the Impact Fund is welcome.

But the top thing Gov can do to unlock finance is a commitment to halt nature's decline that's "long, loud and legal": a #StateofNature target in the #EnvironmentBill

The Environment Bill is in the Lords - cue lots of hyperbole re species at risk, nature spoiled, deforestation etc. But who decides what takes priority? Economic development or regulations to protect wildlife/biodiversity?... (1/4)
Conflict is obvious when it comes to eco qualms relating to mass house building and infrastructure. There should be a debate about these things, but cross-party consensus on all things green and a widespread demonisation of any critical thinking as denialism is a problem... (2/4)
There is much to argue over - should the precautionary principle be enshrined in law? Are plastics always bad - what about PPE? And will the Bill penalise developing countries, or are Greens the new neo-colonialists?... (3/4) #EnvironmentBill

The #EnvironmentBill is in @UKHouseofLords today for its 'second reading', when it will debated for several hours by Peers.

We'll be live tweeting and you can watch from 2.30pm at parliamentlive.tv/Lords
68 Peers are signed up to speak in this important debate on the #EnvironmentBill

This is the first dedicated #EnvironmentBill for over 20 years

The stakes couldn't be higher therefore. But we’re still lacking the right building blocks to restore nature, air and water in the UK

This is a tremendous step forward: bbc.co.uk/news/science-e…

If it's designed well, this target could power the policy & investment needed to turn round the decline of #nature at last.

Thank you to everyone who has joined the #StateofNature campaign! Keep going until it's in law.
It has been brilliant to see the #environment movement unite for this critical law for wildlife, combining @WCL_News members with great friends like @Team4Nature & @mentalhealth.

Thank you @DefraGovUK for listening to the 60+ charities and 160,000+ people backing #StateofNature.
Now we need to make sure that the details of the target are right: it must cover as many #species as possible, with measures for abundance & diversity of #wildlife. We'll need an action plan for delivery, clear reporting to Parliament and accountability.

Thread: One thing you won't find (or I haven't) in either the revised Ireland/NI Protocol or the Political Declaration on the Future Relationship...

Any reference to non-regression in environmental protection, a core environmental provision in Nov. 2018 (on left).
2. The revised Political Declaration refers to relatively broad commitments to high standards
3. The Protocol, outside references to EU legislation that will apply to Northern Ireland, references to the environmental are limited to North-South cooperation and safeguards if 'environmental difficulties' are foreseen.

Notable that in the background document to the #QueensSpeech & the Environment Bill, there is no reference to EU environmental law & governance or how the proposals will address possible gaps from #Brexit

Now we await the Bill itself, expected tomorrow.

@VGravey @CharlieBEU @aglawfoodie Just as an example, there is discussion of improving air quality, but no mention of the Air Quality Directive or the UK's struggles in meeting its limits.
@VGravey @CharlieBEU @aglawfoodie The "new long term domestic environmental governance", including the Office for Environmental Protection, is being established in large part to replace EU governance of environmental law through the European Commission, ECJ.

But these are not mentioned.
