TL:DR The call for a European sovereignty will not solve the EU's continued problems & crises. Only the construction of a true #Europeandemocracy, based on a real fiscal & budgetary capacity, can give EU citizens the means to decide & act. No representation without taxation. 2/4
This resonates directly with @VoltEuropa's insistence on #Europeandemocracy through thorough #EUreform, with a real EU budget, true European parties, a #EuropeanConstitution, and the end of State vetoes. This is the only viable way forward for the EU. 3/4

Once again, Member States talked about the Conference on the #FutureofEurope. And it appears that, for many, the future of Europe should not include treaty reform โ€” which remains an absolutely necessary condition for a true #EuropeanDemocracy. via @POLITICOEurope
Likewise, there is opposition to @guyverhofstadt, long-time MEP and Belgian PM for 10 years, as Conf President. Member States want a former Head of State/Gov.... but not so "former". Somehow, recent experience in the @EUCouncil is more important than in the @Europarl_EN?!

End of January, Member States discuss the Conference on the #FutureofEurope at @EUCouncil. Their proposal? "Priority should be given to implementing the 2019-24 Strategic Agenda agreed last June."

Because of course Member States oppose #treatychange which would undoubtedly shift power to #EUParliament. Such short-sightedness! #IamEuropean

EU ambassadors also expressed the fear that "the whole process [would] be hijacked by the European Parliament". Yes, god forbid that the people's representatives (recently elected during our only #European election) lead a process on European affairs! #IamEuropean
"Some argued that it would only make sense for the #EUCouncil to have a leading role". This is why we need #treatychange: because the Council, crippled by unanimity, still tries to lead everywhere. A #europeandemocracy needs a #EuropeanConstitution and the Parliament at its core.

The discussion in the EU about how to address the problem of the rule of law in PL has mainly focused on deploying punitive measures. This inspired me to write a paper for @Carnegie_Europe within its #Europeandemocracy project which calls on a more comprehensive strategy. #Thread
1.Don't get me wrong. The EU cannot turn a blind eye on democratic backsliding in its own members. EU treaties provide EC with legal instruments 2 address the problem&EC has been doing its job vis-ร -vis. But it will fail to restore #ruleoflaw if it only sticks 2 punitive measures
2.The EC needs to ensure that the Polish public understands the EUโ€™s motives for intervening. Poles are pro-European but they are vulnerable to the PiS narrative that Brussels has no right to tell Warsaw what to do ( I refer to some polling in the piece)
