Why didn't Congress stop this?!? people are demanding. Well, it tried, and it couldn't muster the enough votes. Here's a quick thread tracing some of the history of how the administration is spending money for purposes other than Congress spelled out, and how Congress responded.
First, as this @lawfareblog piece explains, the declaration of a national emergency allows the WH to invoke 10 U.S.C. § 2808(a) as justification to repurpose DOD funds. So the first way to stop this from happening would be for Congress to vote to terminate the national emergency.

My #FY20NDAA puts military families first. By implementing the most substantial overhaul of the privatized military housing, we’re going to make sure military families never again have to worry about having a safe, habitable roof over their heads.
