The (lack of realistic) debate about excluding Russian #fertilizers from sanctions shows how the West is still susceptible to Russian propaganda. As the 9th #sanctions package is getting bogged down in a stalemate, it's worth to unpack is to realize what is actually going on. 🧵
As news outlets report, a number of major Western EU countries, including Germany, France and Belgium (and some others) are blocking the adoption of the 9th sanctions package with their request to create an exemption for transactions involving agriculture and fertilizers.
By way of background, EU sanctions do not, per se, block imports of Russian fertilizers into the EU. Except for potash and some multi-nutrient fertilizers (so-called NPKs), which are subject to a quota 👇, all other fertilizers can be imported into the EU.

Good 1: that’s a massive policy push to transform #EUGreenDeal promises into concrete actions to change our ways of life. @FransTimmermans recognises this will be “bloody hard”, but righly underlines that our future depends on it.
Good 2: Creation of the Social Climate Fund that we @DelorsInstitute have been calling for years. This Fund should start as of 2025 with EU budget, and could invest up to 70Bn€ from 2025 to 2032 to finance national plans to ensure social justice in the transition. #EnergyPoverty

It's finally out ! With Alex Gohin (@SmartLereco), we have a new paper in @AnnalsOf in which we measure the market and environmental impacts (noinpoint source pollutions, imported deforestation, carbon emissions) of French #pesticide policies:

What did we do on this paper?

First, we conducted a structural econometric estimation of the impact of output and input prices on the farmers' production decisions, including land-use decisions and pesticide applications.
What's new there?

Well, we used a detailed database from @InseeFr where all farming types (including vineyards and fruit production, which use many pesticides, but also breeding farms) are included for the whole France from 1990 to 2015.

Basically, we have all french farmers.

Healthy #soil sequesters #carbon, promotes the growth of nutrient-dense crops, holds more #water, and fights disease. What #farming practices can get you there? A thread:
Cover crops 🌿 When fields are bare, they're vulnerable to #erosion and #nutrient loss. Planting cover crops protects against this, while also smothering weeds, controlling pests, retaining #water, and enhancing #biodiversity.
Crop rotation 🔄 By refusing to plant the same #crop over and over, #farmers can return nutrients to the #soil without synthetic inputs. Crop rotation also wards off pests and disease, which have a harder time adapting with constantly-changing crops.
