Pada awalnya, peringatan #harianaknasional merupakan gagasan dari Kongres Wanita Indonesia (Kowani). Kowani adalah organisasi kaum perempuan Indonesia yang embrionya tercetus sejak Kongres Perempuan Indonesia I pada 22 Desember 1928, atau beberapa pekan setelah Sumpah Pemuda.
Kowani sendiri diresmikan pada tahun 1946. Dalam sebuah sidang pada 1951, Kowani memutuskan beberapa kesepakatan. Salah satunya, menurut artikel dalam Majalah Rona (1988), adalah mengupayakan penetapan Hari Kanak-Kanak Nasional.
