What are the new changes to #H1B visa rules?

▶️The new rules significantly raise the existing wage levels of H-1B employees. There are four wage levels, and the minimum amount for each has been bumped up — in certain cases, to more than double than what it used to be.
▶️The definition of ‘speciality occupation’ has also been narrowed down. Only certain types of degrees will now qualify a candidate for a visa.

▶️Select contract workers will also have a shorter time limit on their visas.

Thread. Civil war? This is nonsense and not helpful. It assumes we don't have agency. Anyone who goes from Defcon 5 to 1 like this is lacking in analysis. Just lazy. Am I worried? Of course, so plan. Do I think there is a likelihood Trump follows his words? #homelandsecurity 1/
Low likelihood but high consequence event so we shouldn't be shy calling him on it, nor "ratchet it down." The most likely scenario still is a peaceful transition of power to Biden with violence by radicalized Trump supporters who listen to his words. #stochasticterrorism

#Defenseproductionact story is one of the most indefensible (and there are many) about WH #coronavirus response. The Act doesn't just alter manufacturing priorities; importantly, it also allows for gov. to pay "market value" for goods already in market to limit price gauging. 1/
It is this second piece that is more significant given the pressing need for goods today. As we have seen, a lot of this stuff is already in the market but it is a sellers market, so private sector is just going to highest bidder (feds or foreign). 2/
Finally, a lot of the media coverage of #DefenseProductionAct calls it a Korean War statute. It is, but it has been revised to include #homelandsecurity efforts since 2001. In other words, US envisioned its use for domestic threats and Trump has used it for border purposes. 3/3

In security risk planning, we focus on high likelihood/high consequence events because that is the obligation of government. These are the threats that must be minimized before they happen and whose consequences must be limited should the event occur. 2/
Low likelihood/low consequence events are tolerable from societal perspective; we don't have enough bandwidth to treat as a priority. Think selfie stick deaths as people lean over cliffs for Instagram. They are sad, but after putting up a few signs, you can't worry about it. 3/

1. I've tweeted a lot about this story so here's some more cohesive thoughts. Without emotion (god it's getting harder), and beyond the obvious notion that the government has a duty to have accurate numbers, this new numbers also matters because there will be more hurricanes.
2. In disaster management, there are five stages to a crisis: prevention, protection, response, recovery and resiliency. The "boom" (event) occurs between protection and response. It is why people like me talk in terms of left and right of boom. nytimes.com/2017/06/05/opi…
3. Each of these stages has its own focus, policies, etc. But I want to focus on resiliency, the last. Resiliency is more than a mood; it's actually a series of investments that make a system better than before. Because, there will be more hurricanes (& terror attacks, etc.)
