[Response to US's visa ban on CCP officials]

1. When #Beijing insists on ramming through an unpopular & sweeping #nationalsecuritylaw that imperils HK’s autonomy, @SecPompeo just announced visa bans on #CCP officials responsible for undermining #HK’s autonomy and human rights.
2. Since the draconian law is directly imposed by Beijing, without any respect for #hongkongers' will, #Beijing should be held accountable for the swift erosion of HK’s autonomy & freedoms, from #policebrutality, vanishing judicial independence and prevalent political censorship.
3. This is the first sanction using #HongKongHumanRightsAndDemocracyAct that was passed last year. I believe today’s visa restriction should be just the beginning.

Professor Julian Ku’s analysis of the #HongKongHumanRightsandDemocracyAct is on the spot. As many of us have stressed, we live by symbols, and Julian spells out the symbolic, political significance of this largely “redundant” law.
What he does not deal with here, but is well-qualified to do, is the very recent ludicrous PRC claim that the #HongKongHumanRightsandDemocracyAct will be a violation of public international law.
On the contrary, it should be seen as an important measure of support for the democratic political and civil rights that many treaties and customary international law have long guaranteed but that the PRC has often blatantly violated.

The currently contemplated Hong Kong Human Rights and Democracy Act in the United States is immediately of symbolic importance but will also add to American leverage over Beijing in practical terms because of its threat to eliminate Hong Kong’s special status under American law.
The so called “nuclear option” the Act authorizes would add to HK’s protection against the PRC’s use of military force to govern HK, but, as the “nuclear” name suggests, actual resort to this deterrent would substantially harm HK economically in order to “save” it politically.
