Have you thought to wonder how 🇨🇦's #HousingCrisis relates to the transition from #feudalism to #capitalism, through the lens of #feminism? I did, so I asked ChatGPT to help, with focus on Silvia Federici's writings in her book, Caliban and the Witch. 1/11

🧵⤵️

#cdnpoli #onpoli
Canada's housing crisis today can be understood through the lens of the historical process of capitalist accumulation discussed in the book, Caliban and the Witch by Silvia Federici. 2/11
The book argues that the transition from feudalism to capitalism was not a natural or inevitable process, but rather a violent and coercive one that involved the dispossession of land, resources, and knowledge from common people, particularly women. 3/11

On #StPatricksDay2023 I want to shout out to my compatriots from #Ireland producing some of the most incisive, compelling, and agenda-setting scholarship in global constitutional law today. Read them, follow them, connect with them.

A loooong (but very incomplete) thread 🧵
A few quick starting notes for a global audience.
I often think constitutional law research by Irish scholars is so rich because of our unique context, in a constitutional system that has one foot in colonialism and conflict, and one (today) in the rich Global North.
#Ireland's war of independence, civil war, 1922 Constitution, partition, and 1937 Constitution (still in force) sets our experience apart from the gradualist constitutional development of e.g. #Canada, #Australia, #NewZealand, but has commonalities with other states (e.g. India).

“Some don’t work. It’s very important to find out at an early stage which ones they are.” This was particularly the case where “someone overpaid for the land & think(s) they can get that money back from the council”

Let’s see what this means:
1/
The #BuildToRent policy introduced by @MurphyEoghan & the SHD policy introduced by @simoncoveney didn’t “encourage developers to build more homes” they set up a framework where 1. more bad units could fit in any site & 2. 100+ unit schemes could skip normal planning processes.
2/
This became a feeding frenzy. Developers and investment funds purchased large land banks in prime urban locations as the potential of fitting a lot of tiny rental units close to well served locations (big rents) meant land values went up up up.
It’s not rocket science.

In no particular order, here are my favorite #housing reads from 2022.

Across the political spectrum and in both articles and opinion pieces, the message is clear: The cause of the #HousingCrisis is the lack of housing and under-building since 2008… (1/14) #mnleg
…caused by policies that price buyers and renters out of the market. Removing access and affordability roadblocks is necessary to achieve the level of construction needed to solve this problem.

Housing is a human right & shouldn’t be entangled in partisan politics. However, understanding the province’s privileging of corporate interests & privatization, it’s alarming that so-called progressive urbanists aren’t skeptical. I want ACTION too but…

We need to move at the speed of equitable and sustainable approaches that meaningfully support the most impacted groups while achieving environmental imperatives that protect the planet.
We need to move at a speed that builds a network of unconventional non-profit developers to provide Indigenous housing, supportive housing, culturally responsive housing, housing for LGBT+ seniors etc. And absolutely we must make home ownership a possibility for young pros.

This is the floor plan of a studio apartment, the entrance is at the bottom of the image and the only actual window is at the top. The unit is about 37sqm which is the absolute minimum that is legally permissible for this type of unit.
1/ Image
Let’s go through the plan, 1st stop the entrance area: Upon opening the door there’s a bit of wall to the right & a door to access the bathroom, there’s just about enough space between the door and what seems to be the wash / dry area to leave your shoes, wet coat? Good luck. 2/ Image
Walk into the bed space (not a bedroom as there’s no door separating you from the entrance nor the main living space). The space in front of your bed is basically a corridor with a wardrobe & utility (washer/dryer by your bed?) no space for much else. 3/ Image

1) At 05:20hrs this morning, approximately 80 Gardai arrived at Ionad Seán Heuston. Several homeless were arrested and will be before the high courts this morning for breaching a court order prohibiting them from seeking shelter in an abandoned warehouse.
2) @DarraghOBrienTD & @HomelessDublin are responsible for this situation. Not once in four weeks did they attempt to engage with the homeless there to offer alternative accmmo and an exit plan out of homelessness.
3) Instead, we have a massive Gardai operation and expense to the public with a pending court hearing which will see homeless either gaoled or back on the streets. #Housingcrisis #homeless #Dublin @rtenews @thejournal_ie @IrishTimes @DublinLive @fiannafailparty @FineGael

As undergrad lectures start at most Irish universities & colleges on Monday, I want to note a crisis facing staff and students which has received comparatively little attention. In addition to the student accommodation/general #HousingCrisis, there's a transport crisis (1/n)...
(2/n) Students and staff who drive face extortionate petrol/diesel prices and endure long, stressful commutes. Many have no choice but to tolerate this situation due to #HousingCrisis but also the lack of transport infrastructure. But this isn't all...
(3/n) University/college staff and students who usually drive but find themselves unable to - e.g. due to a medical diagnosis that bars them from driving, or due to no longer being able to run a car, etc. - may suddenly rely on public transport. But where's the infrastructure?

.@IrishTimes with a nearly 4,000 word feature on how bad it is to be a landlord in Ireland, calling for cuts in regulations, guaranteed profits etc. Did I miss a 4,000 word feature on tenants lying awake at night fearing eviction for them and their children? #HousingCrisis
I'm not quite sure what 'subsidising' means here, I think that the landlord is subsidising their tenants because they don't make a clear profit? The tenant in this case will still pay the bulk of the mortgage and take ownership of a very valuable asset.
In commercial property rentals a business in situ has a right to remain even if the property is sold, however it is 'unconstitutional' for families and children to have the same right? If landlords wish to be treated professionally shouldn't they have professional obligations?

Costs of existing houses & apartments for purchase in Dublin are extortionate.

What is equally incredible is the amount of work many of these potential homes need.

Sure, many are liveable & have good locations, however most will require new owners to sink extra €€€.

1/22
Take this B3 BER rated home in Harold’s Cross advertised at €695,000 for example:

The cost per sqm for this house is over €5,000. If you were to consider renovating this house for a conservative figure of say €800/sqm, you’ll need an extra €100k.

2/22
Let’s see Phibsboro:
€350,000 for 65sqm, E1 BER (€5300 per sqm)

Same deal: upgrade windows, replace floors, new kitchen, bathroom, paint, at a dubiously low figure of €800 and we’re looking at a property that will send you well over €400k.

I genuinely appreciate that there’s a ‘reasonableness’ thing at play in this issue, and that some folks, myself included, are throwing around the term ‘housing crisis’ — at least in #LdnOnt — though it’s not, in fact, been declared at any official level. I propose that we do. 1/n
We are facing in #LdnOnt *all* of these things, not just as trickle-down or domino effects, but SIMULTANEOUSLY across multiple scenarios for people seeking shelter, temporary, transitional, or permanent household, across classes and other intersectional identities.
2/n
And, of course, simultaneous with all of the above, in #LdnOnt, we do also have:
- folks seeking to buy their first home, again, in a heavily financialized market.
So, if we are unable to house any part of our population in the housing they seek, let’s call it an emergency. 5/n

I had a reply guy jump in my comments today defending bad housing policy - and put the onus on me to solve the housing crisis - so here goes.

In order to solve the #HousingCrisis we need to understand it is in fact a #HousingPolicyCrisis

1/22
Short timeline:

2008 global crash w an added property speculation bubble (largely driven by FF policy) which bursts in Ireland.

Country goes bankrupt, land ends up in NAMA.

Under FG/ Labour gov to follow much of this land is flogged off to get it off the balance books.

2/22
Much of this land ends up in the hands of speculators & vulture funds brought in by FG while part of a FG/ Lab coalition.

2015 Minister of Environment @alankellylabour brings in Section 28(c) of the Planning Act which allows the Minister to make diktats over housing policy.

*State of play in Irish planning corruption & cronyism*

Since 2015 power over planning decisions has been stripped from local authorities & handed to An Bord Pleanála which has been stuffed w political appointees such as personal friend of @simoncoveney Paul Hyde

#HydeGate

1/7
Recently @wereontheditch has broken a number of stories about Hyde’s cronyism such as failure to declare conflicts of interest when deciding on decisions involving his brother’s company, lands adjacent his father’s & even on his brother’s house!

#CowboyPleanála

2/7
In many cases Hyde went against the recommendations of ABP’s own planning inspectors.

Just last November Hyde also granted permission for US developer Hines’ 1,614 build-to-rent neighbourhood in Drumcondra against the recommendation of Dublin City Council.

Quick thread on Price-to-Rent Ratio?

The price-to-rent ratio can be helpful for gauging whether or not an area is “fairly” priced, or if it’s in bubble territory.

To determine the price-to-rent ratio in a given area, divide the median home price by the median annual rent.
Generally, a price-to-rent ratio higher than 21 means it’s cheaper to rent in that area.

As of 2019, the price-to-rent ratio in San Francisco is over 50, the highest in the US.
For every $1,000 you’d spend in rent, you’d have to pay $601,362 to buy something comparable.
e.g. a place that rents for $4,000/mo. would cost roughly $2.4M to buy.

At that rate, it’s cheaper to rent than to own, as the estimated monthly mortgage payment would be around $10,000.

🚨New research 🚨 out on families living in temporary accommodation in London - @HRW & @ChildhoodTrust

I have heard shocking stories from across London. In one of the richest cities in the world, children are living in uninhabitable housing.

Thread 👇
hrw.org/news/2022/01/1…
London has a homelessness problem, with 10 times more homeless families in temporary accommodation than the rest of England, including 86,000 homeless children. London also has the highest child poverty rate in the country.
The name “temporary” accommodation is misleading and masks how the state uses it as a long-term policy fix. People I spoke with had often been living in temporary accommodation for months and years at a time.

🏠I wrote to @ChrisPincher on how we can use brownfield developments to deliver affordable homes with local community support.

🏷️Many in #Wycombe have a genuine concern their children will be priced out of their area.

🤝Heart of the problem is an adversarial planning system. Image
@ChrisPincher 🏗️Less than half of approved brownfield developments are completed within 6 years.

📉When developments are completed, the complexities of the current system mean that affordable housing contributions aren’t always met.

➡️We need to find a better way forward.
@ChrisPincher We must
👉Speed up the approval process which imposes a high burden on all parties.
👉Incentivise developers who have approval for developments but sit on brownfield sites for years.
👉Ensure new developments work for local communities by directing contributions directly to them.
