2. Tehran has been noticeably silent about what it might do in response to the so-called "snapback" of UN sanctions.

While most signs indicate it will wait for results of US election before reaching a firm decision, this is not for certain.
3. #Iran may counter escalate sooner if the US begins more aggressive actions like interdicting Iranian ships. Or if the political camp in Tehran that believes Biden won't be radically different than Trump on Iran policy gains the upper hand.

Russia & China definitely have an interest in boosting Instex as an institution that handles transactions outside of US-dominated global financial system. But in practice, Instex has delivered nothing for #Iran. Does little to encourage Iran to continue restraint amid snapback

The EU welcomes the agreement between the #IAEA & #Iran. Next week, the #JCPOA's Joint Commission is meeting, which includes all the original signatories to the deal except the US.

Trump has done all he could to kill the Iran nuclear deal, but has failed.
Russia's ambassador to international organizations is also happy with the #Iran-#IAEA agreement & hails it as a victory for dialogue over pressure:

The UK, which the Trump admin was hoping to cajole into supporting its effort to reimpose UN sanctions on #Iran & kill the #JCPOA, has also praised the Iran-#IAEA deal.

In fact snap back is the only way to curb the Iranian regime's threat which would surely increase due to the sunset clauses leading to various sanctions reliefs as a result of the JCPOA agreement.
The world shouldn't be in a worse situation every few years, even with the October arms embargo extension. The bitter reality is that the ballistic missile sanctions are due to expire in 2023, limits to R&D of enrichment technology will be lifted next.

As I estimated tonight @WashInstitute piece about #Iran's potential steps, Iran is laying a roadmap for #EU to follow. 1st is accumulating excess nuclear material (heavy water, Uranium 3.67%). If by 60 days #EU won't take action, more steps to follow 1/7
Iran's demands are not tangible or doable, and put #EU in direct conflict with #US sanctions: fully implement sanctions relief (prob ref to INSTEX) and agree a solution for the excess nuclear material (#Iran's Majles national security commission chief hinted this on Friday) 2/7
If EU won't deliever, #Rouhani promised more steps to follow. These are prob articulated in his/Zarif's letter. 2nd step is related to the level of 3.67% enrichment (though this part isn't clear in his speech) and to stop the re-design of Arak. Most prob, more steps to come 3/7

So what's the deal with competing safeguards resolutions at #IAEAGC? Late last week, Russia presented text almost identical to that of the EU who traditionally table the safeguards resolution, with two key differences. (thread)
RUS again takes aim at the state level concept/approach, so its draft requests #IAEA DG to submit another report on the SLC for the Board's review & action. In the meantime, IAEA should suspend SLA implementation for "other states."
Presumably, "other states" means states for which #IAEA hasn't implemented SLAs yet, otherwise Para 31 is completely contradictory to Para 30.

On 20 Feb 2003, Ms. Soona Samsami and I, in a press conference, called Tehran's trick, showed the building location of the centrifuges, urged inspections of entire Natanz. IAEA inspected the pilot centrifuge facility in Natanz; the trouble started for Iran's repressive rulers.
