1. @healthza has confirmed that #JoePhaahla has repealed regulations 16A, 16B + 16C in section 90 of the National Health Act. What does this mean?
In short:
1. No masks
2. #COVID19 gathering rules = dropped
3. COVID entry requirements into SA = dropped
2. What does regulation 16 A say?
- You must wear a mask indoors
- You must wear a mask when using public transport

This has been repealed, so you no longer:
- Have to wear indoor masks
- Have to wear masks when using public transport
3. What does regulation 16 B say?
- You need to be vaxxed 4 certain gatherings/produce proof you tested negative 4 #COVID19
- There are nr limits on people attending a gathering if = not vaxxed/test negative

This has been repealed, so these rules 4 gatherings = no longer valid.

- 8 million SAs = HIV positive in 2021
- Nr on #ARV's: 5.4 million, so there's a gap of over 2 million who are projected to be HIV positive but not on treatment.
- Main concern = spread amongst young people, especially young girls.
2. SA's policy = to provide #HIV treatment for everyone who tests positive to achieve viral suppression and reduce transmission.
3. #JoePhaahla:
- Our target is to scale-up #HIV treatment by another 700 000 this year to above 6 million people.
- Our treatment coverage of those who know their status has slipped to only 76% since #COVID19 Because of COVID we have missed on 90/90/90 target for 2020.

1. 20 million+ vaccine doses in stock
2. There's been an increase in take-up over the past week
3. But there's still a risk that 100,000 doses that will expire on March 31 won't be used in time + need to be discarded

1. SA is working with #COVAX to take up doses in SA that risk expiry before use and then return them later (so a kind of exchange programme)
2. Programmes right now specifically target the 18-34 age group where uptake is the lowest

- 13 mil = #Pfizer
- Pfizer = more difficult to store than #JnJ - once removed from low temperatures = limited shelve life

SA = not yet negotiated with countries, @healthza 1st needed 2 upgrade the security features of the cards

Why? Whether a country accepts a card depends on the features = in place 2 prevent fraud
2. Have any of the #VaccineRollOutSA digital vaccine certificate security features been upgraded so far?

Yes. The QR code on the cards will go live next week. That means 3rd parties will be able to scan the code to verify if the data on the card is valid.
3. What security features on #VaccineRollOutSA digital vaccine certificates still need to be upgraded?

A digital/cryptographic signature needs to be added. #JoePhaahla says that will go live by the end of Nov (you'll then have to download a new card).

- Active #COVID19 cases = 18 568 (a month ago = 46 577 active cases), this is a 22% reduction
- #COVID hospital admissions = 3959 yesterday (month ago: 6 173),
- New cases (last 7 days) = 22% reduction

- #COVID19 fatality rate: 18% reduced over last 7 days
- + rate (% of tests coming out +): 1.7% + rate average over last 7 days (Northern Cape = higher: 5-7%, but still lower than previously)

- Just because #COVID19SA rates are down, doesn't mean we shouldn't practice social distancing
- Countries such as Russia are going back into serious lockdown measures
- We also need to get as many people as possible to go for vaccinations before Dec

- Nandos has donated 1000 vouchers of R500 each that will be awarded to the 15 best performing vaccination teams in each province
- Each member of a winning team will receive a voucher
2. Uber will provide R100 vouchers to healthcare workers to get to pop-up vaccination sites to vaccinate people against #COVID on election day (Nov 1)
3. 26 million people of 60+ who go for vaccinations @ #COVID19 in Nov, will receive a R100 grocery voucher after their vaccination. The voucher will be sms'd 2 the cell phone nr they registered with on the #EVDS. People can redeem the vouchers at shops like Shoprite and Checkers.

SA is not able to provide 2nd #COVID vaccine doses (e.g. Moderna or AstraZeneca) of the same jab to people who got partially vaccinated with jabs not available in SA.
2. What should you do if you got vaccinated with 1 jab of Moderna or AstraZeneca in another country?

You will be able to get vaccinated with a jab of #Pfizer as a 2nd shot in SA.
3. Will you be able to get a "fully vaccinated" certificate in SA if you had 1 jab of Moderna/AZ in another country and a Pfizer jab as a 2nd shot in SA?

No. You'll have to carry 2 certificates: 1 from the country where you got your 1st jab + 1 from SA that shows 1 #Pfizer jab.

[Thread] #JoePhaahla: We note the allegations of financial misconduct against @healthza DDG Anban Pillay (Pillay was the acting DG in the health dpt when the #DigitalVibes contract was awarded).
2. #JoePhaahla: There is possible misconduct from 9 gov officials. Not all 9 are working in @healthza. The chief financial officer has moved to another dpt. There are 6 officials in @healthza who we may need to take action @. If we add the suspended DG (Sandile Buthelezi) = 7.
3. #JoePhaahla: @healthza will institute disciplinary action @ implicated officials in the SIU's #DigitalVibes report as a matter of urgency. All those implicated by the SIU will receive suspension letters by the end of today (Thu, 30 Sep), incl DDG Anban Pillay.
