Why ship something from a site in rural Georgia to Boston by short-sea? You have to truck it to Savannah, wait & load on a ship, sail it with multiple stops, arrive in Boston and then truck...when you can just truck it.

So, @TheAtlantic ran a piece from Scott Lincicome on the #JonesAct. Scott is with @CatoInstitute & @CatoTrade and I would include him on this tweet, but he has me blocked.

Maybe that is because I am going to show how many things he gets wrong or misrepresents in his piece. Image
Alright...here is my breakdown.
1. Direct Costs. 5x cost in construction.

As usual, Scott does not account for the massive subsidies and offsets provided by China, Japan & Korea that build 94% of the world's ships.

1/Matson Returns to Philly Shipyard for Three More Jones Act Containerships

& @cpgrabow can comment, let me say $1 Billion for three 3600TEU ships is expensive. At least twice the going $150M price overseas.

The question is why?

2/The sunk cost for any containership is largely due to its engines, design, fabrication and its steel. Obviously bigger ships need more of the latter, but all ocean-going ships face similar issues.

In the case of these they are smaller due to the demand envisioned by Matson.
3/Even though these ships are based on the earlier Aloha class they will feature LNG fuel which adds to the costs in order to meet IMO and potential California emission laws.

Okay...so why are these ships still costing $1/3 Billion a piece.

So many are talking about #diesel & #gas shortages. Just a couple of facts from the latest @EIAgov This Week in Petroleum report.

1. US diesel stocks are below the 5 year average. Typically for this time we are between 120 to 140 million barrels of diesel.

2. In terms of days of supplies, last year we were sitting at 30 days of supplies, today we are at 25 days.... Image
3. In terms of production of #diesel, we are above last year's 4.6 million barrels per day; currently producing 5 million barrels of day.

Okay, if production is up and supplies are down, what is the cause?

Are we driving more?
No, diesel use is down in the US.

It is time for me, once again, to advocate for @fema @DOTMARAD @US_TRANSCOM to have one of the RRF ro/ros loaded with relief gear at the start of the Hurricane season.

2/The @RoyalNavy @RFAHeadquarters does this with one their Bay-class LSD(A) and are able to respond immediately.

The hit on Puerto Rico once again demonstrates the need for immediate relief, not days or weeks later.
3/Additionally, the @usnavy should have on standby (on a rotating basis) amphibs and other vessels that can sortie.

The @USArmy should have its watercraft fleet of LSVs and LCUs set sail as land transportation is usually disrupte and over the shore ops & helps are essential.

Prices for gas and diesel have spiked since the #RussiaUkraineWar...
2/Sanctions against Russian petroleum, means than crude oil and diesel imported in the US is down.

The issue that should pop into everyone's mind is why are we importing any POL from Russia in the first place?

High oil prices suck. I know. With that said I see a lot of misinformation regarding how oil markets work, our production, Russia's production, etc. Perhaps this will help people sort through the noise.
1. The first thing to know about oil is that it is set on a GLOBAL market. What does that mean? That means there is, effectively, one price. So, any supply disruption, anywhere, affects that price and therefore prices in the US.
Even if we produced 2x what we consumed, if there is a war that raises oil prices in EU, the price in the US will rise. So, if someone claims that increasing our production will insulate us from oil P shocks like we are seeing now, they don't know what they are talking abt. Sorry

3/The Chinese Belt and Road Initiative includes a maritime component to ensure the adequate supply of raw materials and export of goods. China had developed multiple sea routes and land corridors, while also building the largest commercial merchant fleet & shipyards in the world.

3/Before entry into WWII, the US used the Panama registry as a means to avoid US Neutrality laws and deliver material and fuel to Britain prior to Lend Lease. Post war, Panama, along with Liberia as open registries on international routes with little oversight or regulation.
