Ugandan Minister of Foreign Affairs Sam Kutesa said in a letter to the president of the European Parliament that the resolution is both unexpected and of utmost concern in many respects.
Last Thursday, the European Parliament said sanctions against individuals and organizations responsible for human rights abuses in Uganda must be implemented under the European Union's current framework for the punishment of human rights (EU).
