General Assembly special session about to kick off in the House. Unlike regular session, looks like most members won’t be wearing masks this time.
Drafts of 6 bills are floating around, but nothing official filed yet. One would scrap the mask regulations for schools and child care centers and let districts/centers set their own policies.
One bill provides that legislators will not be paid during "veto days" of a special session, so I would assume that means they'll stay recessed but in session for a while to override anything Beshear vetoes.

Senate A&R now amending a bill to apparently again make the highly ineffective and expensive film tax credit refundable at a cost of $75 million a year, giving away a massive amount of money on an idea that was never given a public hearing or introduced as a bill. #sewage
In addition, Kentucky will be required to refund federal aid equal to the cost of all tax cuts and tax breaks like the film tax credit because of the new provisions of the American Rescue Plan. A double hit to our budget. #kyga21

Watching the KY House Elections Committee hearing on HB 574, a big election bill that would both expand voter access and enhance security measures. Rep. Decker said they received feedback from lots of people, including "a professor of law."

I assume that's me! #KYGA21
This bill would allow for four days of early voting, make the absentee ballot request portal permanent, allow counties to have Vote Centers, and allow ballot cures for mismatched signatures. That's not enough, but it's a great start!
There's also some "integrity" measures, including a few concerning things.

But as an overall package, it's a great compromise and should be a model for bipartisan election reform.

In discussion about potential veto overrides, Rep. @stevensonspeaks said Gov. Beshear should not have his emergency powers curtailed. “I very much believe the governor was elected for times like this.” #COVID19

Day 6 kicks off budget and revenue bills in House A&R committee. They will be passing continuing budgets until they can get to conference committee. #kyga21
Committee passes through the transportation, legislative, judicial and executive branch continuing budgets quickly.
The only one that didn't pass was HB 191, which is Beshear's suggested COVID-19 relief bill w/ $220 million for small businesses & $20m for nonprofits. Chairman Petrie says there needs to be more caution with that until it's known what such funds can/can't be used for. #kyga21

Day 4 of the #kyga21 session begins with a joint Appropriations and Revenue committee meeting with Gov. Beshear's budget director John Hicks.

This would normally be the last day before the break until the first Tuesday of February, but GOP leaders extended it to Saturday & M-W.
GOP leaders last night expressed concern that Beshear's budget wasn't conservative enough on assumed revenue and spending (link here), but Hicks says they're going with a conservative estimate of the Consensus Forecasting Group. #kyga21 courier-journal.com/story/news/pol…
