1/4 I feel another special episode of @libyamatterspod coming looking at the perils of a "cut and paste" approach to mediation by @UNSMIL lacking contextual understanding of the situation in #Libya peppered with a good dose of mansplaining on how the international system "works".
2/4 Confusing reopening agreed points and questions outside the #LPDF's mandate with a "general debate" we are now left with 1.5 days to re-agree everything as everything has been put on the table and the opportunity to table more proposals appears to still be open.
3/4 Again, this comes to questions of due process. The deficit created by the lack of terms of reference for the LPDF or a proper decision making mechanism from the first rounds, has created an environment that empowers those seeking a political deal above all else.

1/6 #Libya: We are back in our meetings in the #LPDF. For those interested, I will reflect here on my experiences to the extent I am allowed to do so by the confines of the Code of Conduct.
2/6 Today we heard the suggestions of the Advisory Committee - there is much to discuss in the coming days but one thing that is clear is that we did not learn from our mistakes where it comes to eligibility criteria.
3/6 One criterion is that the candidate "has not been convicted of corruption or violation of #HumanRights or international humanitarian law in a final judgment and in a fair trial".

1/ Seems #Haftar has pulled off a last minute upset after finding himself being cornered by his allies locally and internationally.
While his allies find themselves shuffling to make sense of yesterday’s developments, Haftar is positioning himself as sole negotiator of the east.
2/ For #Haftar to successfully achieve this goal, he will need to carry out a hard reset as his advisors are now blamed for failing to secure a new executive consisting of their allies.

#Agila is facing heavy criticism both socially and politically in Eastern #Libya.
3/ #Agila was warned by constituents to avoid a deal with #Bashagha and to have a back up plan that allows a ‘socially’ acceptable candidate take his place such as #Baraghthee of #AlWafi (in that order).

The competition for social credit is now between #Haftar & #AlMnefi.

Today #Libya's UN process careened over the line producing a new authority which frankly nobody would have expected when the #LPDF first met last November.

Abdul-Hamid Dbeiba will be the PM & Mohammed al-Mnefi the new President

A short thread on the new lay of the land
Firstly this vote can be read as a vote against the favourites: Fathi Bashagha and Aguileh Salah

Their union was always politically foolish given their bases are diametrically opposed. The addition of a military officer to their ticket simply made them too abrasive to too many
It takes a lot to fail at a process that was engineered for you. But it's the result of a focus on appeasing politicians rather than constituencies

The resistance to their ticket could be seen across social media and from armed groups preparing to violently reject them.

1/4 The winning list for the #LPDF is the most difficult to enforce.

The international community designed and pushed for a #Bashagha/#Agila victory, and were prepared to deal with the difficulties that may face it.

However, this scenario was not in their calculations.
2/4 The new Prime Minister, Abdulhamid #Dbaiba’s name is synonymous with corruption in #Libya and there is currently an investigation underway looking into allegations of bribery made against him in the #LPDF.
3/4 As for Mnefi, the new head of the Presidential Council: He is known to be affiliated with the Muslim Brotherhood and has no weight in Eastern #Libya, which he is meant to represent.

This list fails to take into account regional considerations with regards to #Egypt.

#UNSMIL said that the #LPDF is a fully inclusive intra-Libyan political dialogue.” Given the names of those participating and their links, either directly or indirectly, to the #Muslim #Brotherhood—this statement is grossly inaccurate. #FactCheck #Libya

Here are some #Muslim #Brotherhood names and those affiliated or allied to them—these have been widely published in the media so none of it is a secret. Many of them have either promoted or supported #terrorism and terrorists. They will select an interim government for #Libya?
After the failure of #UNSMIL’s #GNA—with a head who parachuted from nowhere—the #LPDF is set to make the same mistake with GNA 2.0. Given that #Sarraj has been asked to stay a longer there is no reason not to hold immediate elections rather another ill-conceived interim govt.
