First of all, this paper is the result of a meeting that took place in 2010, when @BarackObama was President. But the roots of it go back to 2008, when George W. Bush was President. Under GWB, the DOJ released this: archives.fbi.gov/archives/news/… 
So. The AG at the time was Michael Mukasey, who has since gone off the deep end (he's partners with Giuliani 🤑🤮).
