So essentially the gov't has given Safe Harbor to PBMs to TAKE bribes/kickbacks but NO Safe Harbor to manufacturers to GIVE kickbacks/bribes.PBMs decide which drug gets preferred placement based on who gives them the most money in bribes - sounds a little like blackmail to me.😬
As far as competition bringing down PRICES it is quite obvious that competition to give the biggest bribe or pay the highest blackmail for preferred formulary placement requires increasing list price to raise the value of the bribe. Rebates=#LegalizedBribery
