State legislatures are as different as the states themselves. Scrolling through the thread above, I am making guesses as to the Missouri equivalent to Montana procedure. But I'm going to talk about Missouri in the rest of this thread.
The practice of not recognizing members who have asked to speak was used before my time in #MOLeg, and still occurs. I am not a rules expert, it never occurred to me that this could be a violation of rules.

MO Attorney General Bailey is abusing his power to attack trans Missourians. We sued to stop his sham investigation into our gender-affirming health care program, which serves patients 16 & older.

š§µ 2 1/2 weeks ago, the Missouri House General Laws committee held a public hearing that included 3 anti-trans bills that would ban gender-affirming care for minors. These bills were wildly unpopular. The hearing, which included public testimony, went on for 9 hours. #MoLeg
Of the 3 anti-trans bills, Missourians on public record testifying against these bills outnumbered the support by hundreds:

Keep in mind that only one side gets advanced notice of these hearings, giving them time to plan & organize, and itās not the side that shows up. Itās the side who has the GOP supermajority in their corner.
