My key #MSC2023 moment.
Asked by @ischinger to reassure audience military escalation over Taiwan not imminent Wang Yi chose to reassure audience that Taiwan is part of 🇨🇳territory while launching diatribe against Taiwan „separatists“.
No word on preference for peace.
Beijing‘s aggressive stance will likely be central topic of MSCs in years to come. All the more essential for Taiwan, US, Europe & allies to urgently invest in effective deterrence to try to prevent Beijing from using force to change status quo.
This for me was also lesson from excellent simulation exercise orchestrated by @DAlperovitch @SilveradoPolicy.

1/THREAD #MSC2023
My impressions from the Munich Security Conference: The 🇩🇪🇫🇷 couple with Chancellor Scholz and President Macron set the scene (with President Zelensky) during the first day. All in all a very telling setup with more hawkishness in tone but old ideas behind.
2/🇩🇪Germany. Chancellor Scholz had a sharper speech than usual on the war, Ukraine and Russia - pushing back against public appeals in Germany to stop German weapons deliveries. Scholz: “Putin’s revisionism cannot win, without justice there will be no just peace.”
3/But old ideas came back: “there need to be a balance between support for Ukraine and NATO not engaging into the war. Scholz fears “uncharted waters” and a conflict with a nuclear power.
To me - with a new, harsher tone, strategically Scholz stays were he was in the past months.

Back from @MunSecConf 2023. Always interesting, but this year more important than ever. A few observations:
For me, the theme of the conference was ‘getting the global south on board re our stance on Russia’. #Macron was the first speaker to make the point in detail, but it was also a major element of Kamala Harris’ speech, Stoltenberg, Marin and others equally emphasised it.
There is a realisation that other states don’t care as much about Russia’s invasion of Ukraine as the west thinks they should. That this invasion & its war crimes are a breach of int. law that cannot stand is an argument western countries will need to make more convincingly.

🇫🇮 President Niinistö says at a presser at #MSC2023 that the German claims that Finland would be backtracking from the leopard coalition are not true.

🇫🇮 is part of building the “weapons arrangement”. Yesterday Niinistö also said that Finland won’t be “on the sidelines” in this
This is prob as clear as it’ll ever get - Niinistö is infamous for being cryptic and it’s been the 🇫🇮 approach to weapons deliveries to Ukraine never to give details.

Niinistö had talked with Scholz today but said that Scholz had not expressed any particular requests re: leos
*in Finnish Niinistö said “asekokonaisuus”, maybe a better translation would be “full range of weaponry” but it’s hard to translate - anyways it makes clear that it’s about the weapons system and not only about training, maintenance, logistics etc.

CIA Director William Burns: “I think the president’s decision to selectively and carefully declassify some of our…intelligence has had a very important impact throughout the course of the war” in Ukraine #MSC2023
House Intelligence Committee chairman @RepMikeTurner notes bipartisan, bicameral support for Burns and the IC’s work and gives a notable, amicable shoutout to Ranking Member @jahimes, in attendance
Turner & Burns describe the early deliberations over providing Ukrainians with U.S. intelligence on the location of Russian troops - which was initially feared to be ‘provocative.’ Ultimately that shared tactical intel “had an immediate impact on the battlefield,” Burns says

🇫🇮PM Marin said in a presser at #MSC2023 that Europe’s response to Russia’s annexation of Crimea in 2014 was inadequate and too slow, Russia should have been isolated already then. Business as usual was a mistake and sanctions by far not hard enough.
Marin continues that we should’ve listened to our Baltic and Polish friends more closely because they had a more realistic assessment of Russia than many other European countries, including Finland.

Going forward, it’s important not to repeat the same mistakes as after 2014.
Marin also says Europe wouldn’t manage on its own and US military capacity is what gives NATO’s article 5 credibility. She also praised the bipartisan support for Ukraine in the US.

According to Marin, military aid to Ukraine is priority topic at all tables at #MSC2023

Here is what I emphasised at #MSC2023 Women’s Breakfast: Russia’s aggression is not only European issue or “regional conflict”. What is at stake in Ukraine is the right to exist as a country. Russia is testing if conquering and colonizing in the 21st century is acceptable. 1/
The Euro-Atlantic community has been on the right track with their support to Ukraine. But it's equally true that lives could have saved if we had helped Ukraine already before 24 February. And it's true that as long as human suffering continues, we have not done enough. 2/
We must step up military support, and continue to raise the cost of war for Moscow, until the last Russian soldier has left Ukraine.

We must hold war criminals accountable.

We must cut off Russia´s export revenues. We must make Russia pay for everything it destroys. 3/

Great Lineup, crucial topics: What can / must the West do to enable Ukraine to win the war? And how should an Ukrainian victory look like? #MSC2023
@anneapplebaum: The war will end when Russia is understanding that it was a fatal mistake. And this moment of truth will only arrive after a military defeat in Ukraine. /2
@DmytroKuleba: This war will end when the Russian troops will leave our country. This is the short term endgame. Peace will come when the Russian president (whoever it may be) will visit Kiyv, knees before the monument for the Ukrainian victims and apologizes for this crime /3

2. I am convinced that this war is Putin’s war specifically. 50–20% of people courageously opposing the war under conditions of dictatorship—that’s a lot. Putin conducted a mobilisation and, with great difficulty, gathered 300,000 people.
#MSC2023
3. During WWII, the Soviet Union (with nearly the same population as in today’s Russia) mobilised 32 million soldiers in four years; today – 300,000 with difficulty. This war has not yet become a war of the Russian people. This is Putin’s war.

China's Wang Yi says at #MSC2023 Beijing will issue a position paper on Ukraine reiterating President Xi's view that territorial integrity and sovereignty 'must be respected'; nuclear war 'must not be fought'
'We will work with all sides,' Wang Yi says of the Russia/Ukraine conflict, 'until the day peace arrives.'
Wang Yi says at #MSC2023 the downing of China's balloon by the U.S. was "absurd and hysterical" and "100% abuse of the use of force."

"There are many balloons in the sky. Do you want to down each and every one of them?"

These are hugely important days for U.K. diplomacy. One might even call it a key moment in the gradual 'great normalisation' of U.K. post-Brexit &post-Covid foreign policy in Europe that started with the Russian attack on #Ukraine . 1/
It was not so very long ago, in 2019, when UK-EU acrimony was at its peak, that the U.K. government (then under @BorisJohnson ) positively shunned the #MunichSecurityConference . Boosterish calls for Global Britain were everywhere, but actual dialogue with allies was not./2

Quite the grand statement “Any increase in China’s strength is an increase in the hope of peace for humanity.” - Wang Yi
Director of the Office of the Central Foreign Affairs Commission, People's Republic of China, #msc2023
*Very* univocal statement by Wang Yi on #balloongate: civilian balloon which veered off course. US response was “absurd and hysterical”, “100% abuse of the use of force”. “We do not accept this.” US reaction “does not show that US is strong, on the contrary it shows the opposite”
Shooting down the balloon was “preposterous”, an action “to divert attention from US domestic problems”.
No room for interpretation here.
