#MUOS1 has hit the brakes and parked itself along with #MUOS2 at 100W. I caught the goings on on S-band in 'dramatic' fashion (yes, I need to get out more). @Spacetrack TLE with epoch 19339.64053356 shows near sync MM. 
@Spacetrack I believe what we are seeing in these plots is prior to the frequency discontinuity the manoeuvre. The step change is a change in mode of the s/c to storage mode evidenced by the sinusoidal carrier. Here's a plot of the carrier since the anomaly.
@Spacetrack If the clouds would part, my bet is #MUOS1 is flashing optically at the present time as it rotates in storage mode.
