The admin will get an email notifying them when it is time to upgrade. You’ll be able to select a date within the next 30 days. You can’t delay when you will get the email and it sounds like they will come in November.
This is happening not because of macOS Ventura so staying on Monterey will not stop it.

The Ventura pubic release build number is (22A380). This is the same build version as RC2.

So if you installed RC2 you are on the public release!

If not, remove the beta profile and install 13.0 (22A380) Image
Along with Ventura, Apple has also released Mobile Device Update 1.0.0.0 Image

Yes, you can. But it used to be easier.
Server app (itunes.apple.com/us/app/macos-s…) had this tab in Server -> Storage where you could modify and apply access control lists (ACL's) on a granular level. No more.

If you want to learn about all the gotchas & corners for MDM-based macOS major upgrades, definitely read @wikiwalk's article

Things that need radars:
- Requires DEP, UAMDM doesn't work
- UX sucks (2 minutes of nothing then reboot?)
- Gated by Apple pushing this notifier
etc.
Also:
- device must be plugged in

Definitely reach out to your MDM vendor and ask about support for this.

There's major MDM protocol handholding song-and-dance they'll need to implement for this to even remotely work.
And your clients will need to be receiving ConfigData updates to get that notification bundle that unlocks all this. If you're doing "assisted" updates with managed Software Update settings and those are disabled, your clients will never see the OS upgrade as available.

So it looks like this happened on the way to the current macOS imaging state we are in:

1. Firmware updates were bundle with OS updates

2. Monolithic imaging doesn’t run the OS installer, so firmware updates don’t get applied.
3. Monolithic imaging of the same OS version doesn’t require firmware updates (since that same installer would have applied the firmware updates previously). Hence the “reinstall macOS” caveat.

4. The iMac Pro has a co-processor (the T2) that runs the iBridgeOS, which is a custom version of iOS. iBridgeOS can update itself over a network and boots the macOS, assuring the firmware is updated. Hence the network requirement.
