Returning from walking my dog, I found a large cardboard closet in my front yard.
Homeless people have to sleep outside, and the temperature was around freezing overnight. Cardboard helps.

In any case it was broken, saturated with water and in my yard.

I'd say around 99% of people would do nothing, or close to it -- haul it a short distance to some public/service area. And leave it there. Forever.
My garbage can was half full, but this was cardboard.
My blue can was 80% full.
