News: Mark Emmert today in a Senate hearing will plea to lawmakers to grant the #NCAA antitrust protection from lawsuits he claims “threaten” and “interfere” with the NCAA’s ability to modernize its rules, per his testimony obtained last night by @SInow.

However, Emmert implores Congress to create a federal NIL bill to preempt state laws.

NEWS: #NCAA FB Oversight Committee is set to approve this week a preseason practice plan that'll include walk-thrus - with a ball! - starting in mid/late July.

The plan, now in ink, is being circulated to schools. More progress toward an on-time kickoff.

Leaders are now turning attention to protocols for practices & sidelines.

Some believe coaches 65+ should wear masks during games. (Saban is 68).

As for camp, some coaches plan to hold 2-4 practices a day with different players to keep groups small

Conference commissioners are exploring in-season universal testing protocols.

The latest discussions involve a road team testing each of its athletes Friday morning before it departs. Both teams would then conduct tests Saturday morning before the game.

Rep. Donna Shalala (D-FL), the former Wisconsin and Miami school president, on the #NCAA's #NIL report:

"My initial reaction was that it is a PR document."

Asked of her reaction to the #NCAA #NIL proposal if she were still a school president, Shalala quipped: "I'd say, 'Why are we paying all these people at the NCAA if they can't give us more detail than this?' I'd be standing in the middle of my office scratching my head."

Shalala is told about the involvement that boosters and agents will have in proposed #NCAA #NIL ventures.

"It’s a nightmare. For years we fought the agents and the boosters and now we’re letting them back in?"

Sen Marsha Blackburn (R-Tenn), one of the harshest Mark Emmert critics, is asked about #NCAA wanting antitrust exemption.

"I want to see them learn how to make a decision (first). Wouldn’t that be nice? They don’t have to committee everything to death."

Blackburn believes Congress can pass an NIL bill this year.

"The Senate can walk and chew gum at the same time. We are going to be able to confirm judges, do work on privacy…. We’re going to continue to do it all."

Blackburn: "We were giving the NCAA a chance to get their act together, but I think their leadership is weak. They are tentative, have shown they can’t come through with a requisite list of standards. If they are that ineffective, we will do this for them."
