But opening a comment period after it has closed gives parties a chance to respond to comments that have already been submitted and posted to the docket, something that cannot be done in a typical comment period

One comment of note is of serious consequence to the pesticide industry. A persuasive, very well-reasoned petition by @JBSass @NRDC to the EPA to revoke food tolerances for neonics based on EPA's faulty analysis was formally submitted as a comment
