The Alto Broadcasting System - Chronicle Broadcasting Network (ABS-CBN) is the biggest television network in the Philippines and is the oldest in Southeast Asia.
In 1995, the network was granted a renewal of franchise through RA 7966 that gave ABS-CBN a 25-year authorization to broadcast until May 4, 2020.

Shortly after ABS-CBN shutdown order,House legislative franchise committee said to summon NTC officials to explain why they should not be cited in contempt.

The speedy reaction was in contrast to committee dragging its feet on tackling the franchise renewal. #NoToABSCBNShutDown
The Lower House, where franchise bills should emanate, had all the time in the world to deliberate on bills seeking to renew ABS-CBN’s license. These bills were filed since 2016, or even earlier, but lawmakers sat on them while President Duterte was attacking the network.
When Alan Peter Cayetano, a Duterte ally, became House Speaker last year, he evaded questions on when to schedule franchise hearings, saying deliberations would need to be “thorough”, without ever committing to a hearing schedule.

I seriously cannot understand why many people celebrate ABS’s shutdown. So, here’s a quick thread to hopefully enlighten you. ☀️

1️⃣ Your argument re: tax violations finds no grounds. Earlier this year, BIR & SEC certified to the effect that ABS incurred no such liabilities.
2️⃣ Your argument re: ABS’s noncompliance with franchise terms finds no grounds. No less than a Senate committee found that ABS has not breached any of its franchise terms, including labor conditions (certified by DOLE) and taxes (certified by BIR).

3️⃣ Your argument re: ABS being biased finds no grounds. Both our Constitution and settled jurisprudence frown upon prior restraint and subsequent punishment. Case law also lays down the clear and present danger rule as a standard.
