2/6 The EU should establish a permanent expert dialogue with 🇷🇺on military security issues. Existing bilateral formats (Germany, France, Netherlands etc.) risk undermining unity. Possible starting point: Mil-to-mil dialogue between @ChairmanEUMC and the Chief of the Russian GS.
3/6 The EU should invest in independent capabilities for monitoring, analysing and reducing military escalation risks. A European Centre for Crisis Prevention and Risk Reduction would recognise the need for more co-ordination and data sharing.

Oh yes, I remember @mikercarpenter, he was spreading #disinformation about the Russian Open Skies Treaty-certified plane spying on Chicago back in 2019, when they were in transit on their way to Cali, not taking pics at all.

2/5 Negative answer by 16 foreign ministers, including Heiko Maas and Jean-Yves Le Drian, followed on 30 December. They are ready to organize an extraordinary OSCC meeting but otherwise want to discuss the Russian initiative at the next ordinary session on 25 January.

🇺🇸 The American media will once again drop the ball this week. All the members of the #OSCC are gathering in Vienna for the Open Skies Review Conference, the #OpenSkiesTreaty is alive and well, and the beligerant Trump admin has failed to kill it, despite their intent to leave.
From their own statements it's clear the Trump admin's plan, a 5+ yr old effort by Republican degenerates who advised the POTUS like Cotton, Bolton, and Morrison, was to destroy the treaty and increase allied dependance on American satellites to line the pockets of the MIC.
All countries which are signatory to the #OoenSkiesTreaty are part of the OSCC so they can use their own planes (or borrowed) to conduct reconaissance with treaty-certified tamper-proof cameras that all OSCC members have agreed are within treaty-defined resolution fidelity limits

The #Openskiestreaty docs published by #Russia yesterday also include the manuscript by S. Ryabkov from the state conference on July 6. His speech (in Russian) includes one surprisingly blunt remark and three practical issues that will come up soon 1/10 mid.ru/en/foreign_pol…
2/10 Ryabkov takes issue with Georgia's position. Remember that Tbilisi ended its treaty obligations towards Moscow in April 2012 in response to Russia implementing the treaty's 10 km border rule to non-member states with respect to Abkhazia/South Ossetia (since 2010).
3/10 This status conflict (unrelated to the treaty as such) in consequence stopped the treaty's implementation in 2018, because Russia succeeded in making a bid for a flight over Georgia. In turn, Georgia refused to give its consent to the entire quota distribution that year.

On 21 May the #Trump administration announced the U.S. #withdrawal from the #OpenSkiesTreaty. It will take effect in November. Tomorrow the 34 member states hold a virtual state conference to decide the future of the treaty. Can they save it? Bottom line: Yes, they can! 1/15
2/15 The US could theoretically still reverse its position and remain in the treaty. In May #Pompeo stated that “if #Russia returns to full compliance” the US may reconsider. BUT: This won’t happen! The US has already stopped implementing the treaty. No more US flights this year.
3/15 There are three major issues: First, what about the other member states? Will they remain or follow the U.S. by withdrawing? Second, how will Russia/Belarus react? Third, how does the U.S. withdrawal affect the treaty on a technical level? Let’s look at them one at a time.

Sounds like the new German #OpenSkiesTreaty plane has terrified the NSC, and while they're incapable of understanding what intelligence might be given up, they're sure whatever it is will be bad, and they don't want anything to do with it.

Remember, the #USAF and #DTRA go out of their way to ensure the American public don't know what the Russians are looking at with their yearly observation flights (blocking #FOIA requests for the same data) so for god sake don't retweet this far and wide. 😏
The green dots show you where the plane was triangulated (MLAT) by ground stations, and the altitude is a tell for where they might be taking pictures, but to further refine your guess, check the speed with which they are flying.

They should be ~10,800 ft AGL doing ~300kn.

I'd like to tell you that TASS is spreading #OpenSkiesTreaty disinfo, but no, they are 100% correct.

The US delegation, for absolutely no technical or treaty-related reason, refuses to certify the new Tu-214, that uses the exact same digital camera as their Tu-154, used in 2017.
The OSCC vote to certify the Tu-214ON was unanimous, other than the US delegation who were told "from the top" not to sign-off. All provisions, limitations, and questions, were addressed before the final vote, and the US pulling out seems to have caught all allies unaware.
Certification of a new aircraft requires unanimous OSCC member consent.

The U.S. is 1 of 34 signatory countries to the treaty.

The U.S. is the only country to not approve certifying the plane (without explanation) despite all technical and procedural issues being addressed.
