2/ In 2015 @JustinTrudeau govt came to power promising more peacekeeping, but didn't. In 2017 govt also launched #ElsieInitiative to increase women in @UN #peaceoperations, but only 18 Canadian ♀️ are on #peacekeeping. #Canada doesn't do peacekeeping because it doesn't want to.
3/ So what countries are doing #peacekeeping & helping the @UN? Global south countries: #Bangladesh ranked #1 w over 6K peacekeepers, #Nepal, #India, #Ghana, #Senegal & #China is ranked #10.

1/ What military options are available if you’ve got a nasty insurgency attacking parts of your country & citizens? If you're, say, #Mozambique🇲🇿, it turns out the menu of potential options is quite large. Of course, they might not work but here’s the menu as I see it...
2/ In no particular order. Option 1: #Mozambique🇲🇿 could handle its insurgency alone with its own national security forces.
3/ Option 2: #Mozambique🇲🇿 could supplement its national security forces with bilateral security force assistance #SFA programs from other states e.g. 🇺🇸🇫🇷🇵🇹 etc. Training, equipping, advising, maybe field mentoring etc.

1. The calls for “action” are getting louder. And rightly so! From the moment 19-year old Mya Thwet Thwet Khine was shot, the police/military has continued committing the most serious crimes. To shoot, beat, and arrest peaceful protestors is against national and international law
2. Since #Feb28Coup the day of #MilkTeaAlliance protests we have seen an escalation in violence by the military which no longer targets protestors but bystanders. It is also clear that people are getting executed: shot in the head.Result is instant incapacitation and likely death

The basic challenge of #COVID19 and #peacekeeping is that (i) the #pandemic may actually increase demand for @UN peacemaking, etc.; but (ii) reduce the available resources, @louise_riis and I argue in our first @diisdk piece [2/8]. diis.dk/publikationer/…
In simple terms, #COVID19 could reverse hard-won @UNPeacekeeping/@UNDPPA work in some fragile states, and weaken others, but @UN members will want to save $$$ [3/8]

1/17 In her book Power in Peacekeeping bit.ly/39zgMOG @HowardLise argues 14 peer-reviewed, quant studies find that, all else equal, peacekeeping save lives. She says it is one of the strongest findings in all of IR. Only the democratic peace enjoys such robust results
@pdnetwork is pushing for a #peacekeeping mission in #Libya . I fear it’s mainly out of desperation to get Italy back in the country rather than a thought-out approach to the crisis. A couple of strategic considerations.
1. To get Tripoli and Haftar on board is not enough. Without the consent of every militia and internal opposition, it will turn into a counterinsurgency operation. Is the EU prepared to be associated with a massive military occupation?
2. It also means to cooperate with the GNA and other military actors. It will be hard to force them to not commit human rights violation, and the following fallout will be hard to manage. Is our public opinion ready for such difficult partners? Is Europe?

3/ When UN Member States don't pay their @UNPeacekeeping dues in full and on-time it hurts 1) T/PCCs; 2) mission effectiveness in the field; and 3) the reputation of the UN's🇺🇳 general effective system for financing #PeaceOperations.
